Disagreements between Pristina Mayor Progress Rama and Finance Minister Iron Murati, concerning the capital's Foreign Ring project, are still continuing. As is known by public procedures, the capital should be given a guarantee for loans from the Ministry of Finance, and that is what is happening “due to the government's cost and other priorities”, as President Rama has recently explained.
Pristina Deputy Chairman Alban Zogaj has said he has not yet been granted approval for the project. As for the project, Zogaj has said he is almost ready.

For this project, Zogaj had earlier said it is the highway surrounding Pristina, and is linked to the main entrances to the capital.
So it's connected to the entrance from Gjilan, to the entrance from Fushe Kosova, to the entrance from Mitrovica and the entrance from Podujevo! It fires the capital from unnecessary communication and creates new links to industrial zones! ”, Zogaj wrote on Facebook.
The ring project was named before the Minister of Environment, Space Planning and Infrastructure, Lieburn Aliu. He said the project could begin to be realised with segments.
According to Ali, this project will download traffic to the capital. But Ali has also cited agreements that should be made with the Pristina municipality.
“We are in the design phase and in communication with the Pristina municipality for the Pristina Ring. I'm thinking that the Pristina Ring project is ahead of completion, we've been under discussion as minister. This will probably start to happen with segments. It is a matter of completing the project, providing foreign funds and agreements made with the Pristina municipality. Such a project will be important for the dismissal of traffic in capital”, Aliu has declared.
Rama had publicly complained that Murati is not signing, which would enable them to proceed with procedures.

The value of this project is 350m euros, which according to Rama, was also why the minister is signing it.

Meanwhile, two days ago, Rama has clarified what the signing by Murati is needed.
He said he is not asking the means for this project from the government, but only a guarantee to receive soft loans from the European Bank for Reconstruction and Development.

We practically have agreements with the ERBD (European Bank for Reconstruction and Development), only one “tick” from the ministry to let us get this soft loan. The EBRD requires high-level government guarantees, and that's all it needs, so a guarantee. We pay him as the capital because we can lay him out for the next 10 years, for the next 15 years. So it should only take a tick because that's what the ERBD's asking us to leave this 8x3> fund, Rama has declared, saying the government has a responsibility to the capital and can treat it as a municipality of 1000 people.
Rama said the request for this guarantee was made at each meeting with Minister Murati, but always gets negative answers.

Former Pristina Mayor Isa Mustafa had said it would be easy if the problem were only one signing of Murat for these 350m euros.

Asked whether the previous sum for this project is high, Mustafa had said I could not talk about it, but that such projects cannot be met only by the capital budget.
“Major projects such as Pristina's ring can only be met by the capital budget. It is natural and necessary to have support from the central government. I can't talk about the amounts, because investment balances stem from projects that should be assessed in concrete cases even with the country's government. It would be easy if the problem was only with the finance minister, whether he places the signing for 350m euros. But this act should precede long-term and approved budget projects and budgetary balances by the Kosovo Government and Parliament, as well as the Pristina Assembly. Without those decisions, we can only enjoy drawings!”, Mustafa told Express.
