Reaction: Severe condemnation of political interference in KPM work
We underestimated have been deeply following the extraordinary meeting of the Commission for Public Administration, Local Powers, Media and Regional Development in the Kosovo Assembly held today. The meeting was invited by four deputies of the Vetevendosje Movement and to invite members of the Independent Media Commission (KPM).
The agenda of the meeting was not scheduled at this extraordinary meeting, nor was it communicated to members of the KPM who were invited to report, media, civil society organisations and the public interested in monitoring this meeting of the Commission.
In the gathering, which lasted about four hours, LVV deputies opposed to the Constitution, the Law for the KPM, international practices and standards that promote the institutional independence of such mechanisms carried out unprecedented public pressure on KPM members regarding the adoption of decisions that enter the scope of this independent constitutional institution. The “oversight of Kosovo's Parliament deputies, followed by attacks and labels against KPM members, except that it violated institutional independence, has also violated the integrity and personal dignity of members of this constitutional institution. This behaviour of the ruling party produces distrust of citizens in independent institutions and the work of the KPM.
The “oversight” was a direct manifestation of political interference on the part of LVV in the independence of KPM members in order to intimidate them, public denigration and pave the way for their dismissal. This intervention should be seen as an attack on the independence of an institution that the constitution envisions to be independent and the preparation of political capture overall on the VV side of this institution once the legal framework already in the Assembly is completed.
Under the Constitution and the law, KPM members make decisions independently and based on their professionalism, knowledge and obedience. KPM decisions are subject to the right to complaint, including the right to exploit legal means in court guaranteed with Constitutions and law.
By offering full support to current KPM members in maintaining the integrity and independence of this institution, we also invite the deputies of the Vetevendosje Movement to halt such attacks that violate the independence of this institution and refrain from commenting or on its decisions. We also call on the Media Commission that the problem bill for The KKP, which envisions state control for the media, will address it by addressing the demands of civil society and the standards of the Council of Europe and the Organization for Co-operation and Security in Europe.
