Kosovo Prime Minister Albin Kurti has come up with an announcement Tuesday on the issue of the Serbian dinar in Kosovo, which has sparked the international community's response.
Through a statement, Kurti has said a transition period is needed for the Serbian dinar issue.
He has stated that during this month he will provide all necessary information on the matter.
The head of the Kosovo executive has praised the Kosovo Central Bank (BQK) for professionalism, giving support to the new regulation.
I write this statement, stressing that the Prime Minister's Office fully supports the independence of Kosovo Central Bank (BQK) and the professionalism with which it carried out its duties. In this quality, I feel obligated to protect the professionalism of public troops. Late last year, the Central Bank issued its regulations on cash payments. Adjusting the way foreign currencies operate in one country is, of course, an essential competence of the Central Bank. This regulation does not target Serbia's Dinari. The Central Bank has rightly demanded that informal transactions conducted in Serbia's Dinara be formalised; hence, their existence and continuation have been illegal. The official currency of Kosovo is Euro, and the regulation comes almost 16 years after our declaration of independence”, said in the communique.
Furthermore, Kurti has said that the lack of this regulation could result in money laundering, financing terrorism and other illegal activities.
This decision is the basic responsibility of the Central Banks, aiming to regulate foreign currency access within the territory. In a practical light, this decision implies that the payments taken by Kosovo Serbs are still allowed, but will be deposited in their Euro accounts. Of course, the private possession of foreign currency remains permitted”, Kurti said.
He has declared that almost 35% of the Serb community in Kosovo receive pensions from the Kosovo government with euro currency.
Because our government distributes public money in the form of subsidies and other social protection tools, which have been taken simultaneously from the Serb community to their Euro bank accounts, there is strong evidence that these bank accounts have broad use. Almost 35% of the Serb community in Kosovo receive pensions from our government in its Euro accounts. Pensions they receive from Serbia can be transferred to the same accounts as complementing and not replacing existing benefits schemes. In addition to official bank branches, there are 15 other financial institutions where pensions from Serbia can be separated, in the absence of bank accounts”.
“: For more, opening and maintaining new Euro bank accounts will be free of charge. Our continued efforts are intended to simplify this process. The transition period has already begun, and joint efforts will ensure its speed and ease. The change always brings difficulties, even if changes strengthen democracy. But a transition period should never be misinterpreted as an attack or a deepening division. And the brief uncertainty faced during this period should not be exploited for political gain. This period of change becomes more difficult not through the voices of the Serb community here, but through the promotion of intimidation, when we, in fact, would have to exercise discretion and quiet”.
We understand that the way this issue is communicated could be clearer, to avoid confusion. Although the regulation went into effect on February 1, we realize that a transition period is necessary. During this month, we will make sure that we provide all the information and all the help necessary for this transition to be as easy as possible. From now on, we also vow to promote communications campaigns that address these issues with the sensitivity that they deserve”.
It is the opinion of all who love Kosovo, that we are in progress and there is progress to be realised. On this course, our actions are judged on two grounds: (1) purposes and (2) letters of law. A move aimed at strengthening democracy by implementing the law should be interpreted for what it is. While our country is growing in its democratic power, it will likely need some adaptation. For the many parties that are powerfully invested in the prosperity of our country, the same I encourage: let adjustments take place, so that we can achieve the next step, towards which we all work diligently”, says Kurti's dekalra.
