A series of international agreements are failing due to the clash between the opposition position. And this, according to Kosovo Democratic Institute monitors (KDI), is going to the detriment of citizens.
Arber Thaci, a KDI monitor in an interview for EO, said that the deputies' behaviour has filed a legal obligation you see expected but harmful. It requires that their treatment be done even by opposing those agreements.
While shunning this obligation, taking into account the material benefits that come from these agreements, Thaci calls the MP's office a proper incompature.
Looking at the political will within the Kosovo Assembly, I think this situation presents an expected or predictable event in the sense of approaching MPs against the obligation to play a more representative role they carry within the Kosovo Assembly. This development represents a major step back since it is under their obligation to deal with international agreements, a treatment which does not necessarily mean their approval, so avoid this obligation especially when we are in mind to say material or different benefits coming from a number of these agreements represents a failure to rule by MPs”, Thaci said.
The most disturbing Thaci sees the normalisation of such practices on the part of MPs, viewing them as the only means against power.
“The consequences related directly to the area that covers these agreements, let's say that if an agreement covers reforming the railway system, then and the benefits related to these projects, the consequences will be great, necessarily in the sense of delaying the launch of this project or, as is the case of the Treaty agreement between Kosovo and Denmark for the exploitation of the prison in Gjilan for the Danish prisoners in cases like this, let's say we have the delay of starting implementation of the Treaty in content, but the most disturbing is the normalness of such practices where irresponsible practices are transformed into a kind of political instrument in this kind of assembly, within the normal assembly, and the deputies said, Thaci.
The lawmaker's monitor says criticism should not fall solely on the executive. Political parties and MPs individually are guilty, according to him.
The government would have to do more in two ways on one side, perhaps representing the agreements as a signatory side. The best explanation of these agreements in some cases is to deal with a kind of amenities for the content of the agreement, which is the Treaty between Kosovo-Danimarks for the use of prison for Danish prisoners and second, even under circumstances when MPs have understood but assess for political reasons would have to foster more dialogue between different parliamentary groups, and let's say a kind of consensus on the benefits these agreements represent”.
