The US and EU are urging Kosovo to move ahead with the establishment of association. However, after the European Raft proposal, Kurti is expected to take the next step.
However, it appears that the start of work for Association is dependent on discussions being made in Brussels on the sequence plan, which side will start implementing the agreement and what will be implemented.
However, American Ambassador Jeff Havenier in an interview RTV 21 has suggested that it is an important step in the whole process, for the Government of Kosovo to approve the European Raft-Sttutute and then pave the way to the Constitutional Court.
“We believe that this government must adopt, somehow, draft the statute offered and submit it to the Constitutional Court in a way that the Court agrees to give it jurisdiction, so that the Court can then implement the revision of its constitutionality, which is an important step in this process”, the US ambassador said on Tuesday.
In addition to the sequence plan, Kosovo leaders have also cited formalising the agreement as a precondition for launching procedures for its implementation.
President Vjosa Osmani has said that sending the Drift to Constitutional should precede the part of formalisation of the agreements.
Whenever this draft, after forming agreements, after the arrangement's formalisation procedures, goes to Constitutional, then each of us as institutions will have the opportunity to show our arguments why we think certain provisions can create big problems and challenges during implementation”, President Osmani has said.
Meanwhile, with Serbia's formalisation and signature, Kosovo is already conditioning the Kurti-Vucciq summit, since it is considering that without Serbia's readiness for signing and implementation of the Agreement it is not worth organising such a meeting from which expectations would be created.
From the EU concerning this condition of Kosovo, they have said that for Brussels the Agreement is legally binding and that such parties have been revealed several times.
