German government repeats positions: Sudden implementation of the CEC Rule put on hold, Brussels is the right place for talks

In response to strong international pressure for delaying the implementation of the new CEC regulation for cash operations, the Kosovo government has chosen to offer a month of transition time, when local Serbs will be more informed and punished. A month-long transition but [...]
The one-month transition deadline is considered a positive step, however, by Western allies is considered an insufficient period.
Germany's Federal government has reiterated the requirement for delaying the implementation decision. That is how they have confirmed from Germany's Embassy in Pristina.
The proposed month-long transition period is a positive sign that the Kosovo government is willing to address concerns stemming from the hasty adoption of the Kosovo Central Bank regulation. However, such a short transition period, without preparing an informational and awareness campaign, does not meet the requirements of a comprehensive and transparent process that adequately includes people affected”, have told the Journal Express of the German Embassy.
According to official Berlin, the delay would give Kosovo time to prepare the necessary information and awareness campaign and address the issue of how payments between Serbia and Kosovo are relaxed and realised transparently.
“, meanwhile, the German government still wants regulation implementation suspended. This would give the Kosovo government the opportunity to adequately prepare the necessary information and awareness campaign and address the issue of how payments between Serbia and Kosovo can be eased and processed transparently and with effective costs in line with Kosovo's” laws, added by the German Embassy.
Germany has called for Serbia and Kosovo to discuss jointly the needs of persons affected by the legitimate decisions of the Government of Kosovo. For the Schelz government, Brussels' dialogue is the appropriate forum for addressing such issues.
“Both Serbia and Kosovo should discuss together how to better reconcile the needs of persons affected by the legitimate regulatory goals of the Kosovo government; the EU-led dialogue is an appropriate forum for addressing such issues”, Gazeta Express from Germany's Embassy have said.
From the German Embassy, they have also recalled the German government's 26th deputy spokesman's statement saying that “is Kosovo's sovereign decision to present the euro as the sole means of payment, even in the north. However, such a broad step of extensive effects for people living there requires transparent and complete preparation and comprehensive communication. This is also true in terms of the early involvement of Kosovo European and international partners. Many people in northern Kosovo have so far been dependent on the Serbian dinar. In some cases, salaries, pensions and other benefits are paid by dinars. Therefore, we call on Kosovo to postpone the presentation date until a sustainable resolution” is found.
