He says the bloc should send a “support message” to the Russian opposition.
Members are expected to discuss new sanctions against Moscow at today's meeting, planning to decide them until the two-year anniversary of the war in Ukraine.
Borrell also proposed that the EU renamed its human rights sanctions regime, which targets individuals and entities responsible for serious human rights violations, in the name of the late Navajo.
