I don't make bad threats: O'Brien's Hot Threat

In our daily expression, there is a word we use like this: "Wolves." In that word, we usually refer to something that is not hot enough to burn you. But contrary to that word, US Assistant Secretary of State James O'Brien said, with a sentence: “I do not make vague threats [...]
I would say that if we are not treated as partners, we will not treat the Kosovo government as partner”. Meaning? Everything!
In an interview for Voice of America, US Assistant Secretary of State James O'Brien says the United States is very concerned with the Kosovo government's decision not to allow the use of the dinar.
The US official said he had some contacts with Prime Minister Kurti before announcing the decision and only a brief exchange after his proclamation.
Here are two of the most dramatic sentences of O'Brien as far as the United States report is concerned about the partnership between the two countries.
When O'Brien is asked about his communication with Prime Minister Kurti, he puts it this way:
He understood the concerns, promised to work for them, but clearly decided the decision's approval. If he doesn't treat us as a partner, it raises questions about whether we can view this government as partner”
And when asked about possible sanctions in the future against Kosovo, he said:
I do not make vague threats publicly. I mean, if we're not treated as partners, we won't treat the Kosovo government as partner”.
