Russian customs aggressor Import Genius has discovered information about these transfers, which occurred at a time when Syria was highly dependent on Russian military support and the Bashar al-Assad regime suffered from Western sanctions.
Meanwhile, the Assad family was buying luxury properties in Moscow through schemes using a network of fantom companies and loan deals.
Experts including David Schenker, US Assistant Secretary of State for Near East Affairs from 2019 to 2021, suggested that these transfers were a way of transferring money robbed abroad to ensure a luxurious life for the regime and its surroundings and to avoid Western sanctions.
At the same time, another source known to the Syrian central bank's data provided an alternative explanation: the bank had to pay cash due to sanctions, buy wheat from Russia and pay for money printing services and “defence costs”.
