The Kosovo Democratic Institute (KDI) has unveiled the Kosovo Assembly's eighth Parliament performance report.
The senior researcher in KDI, Violet Hadzimolli, has said that during this legislature there were always quantum letters, but that quorums were lacking in practice.
According to her, the eighth legislature is the legislature that has adopted laws more than any other legislature, where 282 laws were passed in total.
She has added that Prime Minister Kurti and the ministers have responded to 83 percent of MP questions, while 17 per cent do not answer them.
The Parliament's chairmanship has held 93 meetings where 124 meetings have been scheduled. 263 sessions were held, 2022 was the year with the most sessions. “in the absence of quorum” was the sentence most mentioned by the Speaker of the Parliament. 35 percent of sessions have been continued. Many MPs were present at the beginning of the session and left in the middle of the session. There have always been quorums on paper, not once in practice. There were also numerous absences of MPs, there are deputies who, in most cases, have not come to the hearings at all. MPs have made 5,000 shortages. The Serbian list is first with a lack of 32 percent, the second is VV with 27 percent, PDK 16 percent, LDK 14 percent, AAK 5 percent. For the amount of legislation in the eighth legislature, 282 laws in total have been passed. The legislative plan was met at 36 per cent level, the Assembly did not meet the legislative plan” once again for four years, Hadzimolli said.
