At a time when efficient management of public funds is very necessary, President Vjosa Osmani has opened a new tender for air transport services worth 400,000 euros after canceling another smaller tender for 150,000 euros. The move, which includes buying about 700 flight tickets, is a considerable expense of public money, raising questions about the justification of this amount for a service that could have been managed differently. After the sudden increase in the tender budget, it is difficult not to assume that these movements are an opportunity for high expenses that could have been avoided with a more careful management and better planning.
Three weeks ago, the Office of the President of Kosovo has linked a contract to negotiate with the company “As well as Travel Club”, to supply 150 flight tickets over a period of five months. The move has raised little doubt, given that the contract was realised through negotiation and not through an open and regular tender procedure, writes Democracy.

Also, in October of this year, the President's Office had opened a tender worth 150,000 euros for 300 flight tickets, but it was canceled after a short period.

Instead, a new tender -- this time worth 400,000 euros -- was opened for about 700 tickets.

The move has raised more doubts, as it is not clear what justifys such growth in the tender value.
The tender for 400,000 euros requires air transport services for the President's Office, and in addition to economic tickets, there are other specifics. The ticket price is set at 390 euros, a value that, according to the tender, serves only for calculations and does not reflect the real price of the contract. This is a practice that has occurred in previous tenders.
Another requirement is that for every ticket purchased, operators should offer at least three flight options for the destination required, including low-cost flying companies. Likewise, any change in ticket prices or aborting flights should be reported in real time, bringing another level of uncertainty and access to abuse.
