The two countries expressed their “deep concern” after breaking the C-Lion1 cable, because the security of European infrastructure is at risk, especially amid tensions with Russia.

The 1,170km-long cable stopped working at noon yesterday, with the Finnish management company Cinia reporting that all optical cable fibers were damaged.

A Cini spokesman said that “Such damage doesn't happen in these waters without interference from outside”, Telling him the possibility of sabotage.

In a joint statement, the foreign ministers of Germany and Finland highlighted the growing threat of hybrid war, stressing: European security is threatened not only by Russia's aggressive struggle in Ukraine but also by the hybrid actions of malevolent actors”.

Although the problem did not affect the Internet connection between the two countries, thanks to alternative cable routes, the incident has raised serious concerns about the vulnerability of vital infrastructure.

The damage to the vital infrastructure of the Baltic Sea has stirred fears of using hybrid war methods by malicious actors. In the joint declaration of two foreign ministers, the threat of such actions may have serious consequences for European security.

China and Russia have already been the focus of attention for possible attacks on infrastructure, while NATO has stepped up co-operation to protect underwater ties and pipelines.

Finnish authorities are continuing to investigate the cause of C-Lion1 damage, with the aim of discovering whether it was an accident or a malicious act.

Cutting off C-Lion1 is not the first incident in infrastructure damage to the Baltic Sea. In October 2023, a natural gas pipeline between Finland and Estonia was severely damaged, attributed to a Chinese container ship that pulled its anchor.

At the same time, there was an explosion in 2022 on natural gas pipelines Nord Stream carrying gas between Russia and Germany, which German prosecutors continue to investigate. The incident has sparked conspiracy theories, with unconfirmed rumors blaming Ukraine, Russia or even the United States.

Moreover, on Sunday another 218 - mile [218 km] underwater cable linking Lithuania to the Swedish island of Gottland broke.
