The Kosovo government is accusing Serbia of denying the Brussels Base Agreement and the Ohrid annex, reached in 2023 for normalising reports between the two countries. The executives say Serbia is constantly spreading its aggressive approach to Kosovo, citing the recent adoption of two laws from Serbia that violate Kosovo's sovereignty.
On the other hand, these actions of Serbia, but also elections in Kosovo, the phase of the transition of new structures to the European Union and the new administration in the United States for the Democratic Party of Kosovo and political analysts, are evidence that there will be nothing concrete in the ongoing months of dialogue.
Early in November, Serbia adopted laws for judicial jurisdiction in Kosovo and to declare Kosovo “area of special social protection”.
These actions were criticised by the United States and the European Union, which said they clearly violate Serbia's obligations from dialogue with Kosovo for normalising the reports.
Zulfaj, political adviser to Prime Minister Albin Kurti, lives, says of Kosova Preris, that those actions of Serbia that violate the agreement reached must be punished with greater severity by the EU.
Serbia's “Any action that violates the agreement we have reached must be condemned by all, even by the European Union. It makes it internal mayor but cannot influence Kosovo's sovereignty. For us, it only spread its aggressive approach and shares the denial of the agreement we have reached”, he says.
On the other hand, PDK organising secretary Vlora Citaku says of Kosovas, that Serbia has consistently had destructive approaches to dialogue. However, according to her, institutions in Kosovo should seek and want the conclusion of this dialogue process with final agreements, including mutual recognition.
Despite that, she adds that elections in Kosovo and international circumstances testify that the stalemate in the dialogue will continue.
“Dialolog and the final agreement with Serbia cannot love the mediators more than we should ask... We are now in the electoral phase and European institutions have not yet been consolidated. The new US administration takes office, inauguration is in January. Meanwhile, there is a long-standing process of confirming the secretaries or carriers of various dictatorships”, Citaku points out.
Meanwhile, according to political analyst Arbnor Sadiku, adopting the laws for Kosovo on the part of Serbia makes dialogue very destructive.
“This is a government's next structure of Serbia that they are unwilling to implement the Brussels Agreement and the Ohrid annex. This puts it in a unfavourable position itself in the European union in these negotiations. Naturally, they made the Kosovo side destructive as the Serb side, for the fact that from the start with these provocations, the introduction to legislation and the Constitution of Serbia make dialogue very destructive”, he said.
Kosovo and Serbia have reached compliance with normalisation of relations in February last year, until March the same year for the annex of its implementation, but so far this agreement has found no implementation.
