France's Ambassador to Kosovo Olivier Guerot emphasises for Kosovo Press, that they are a gradual removal of the measures, but, according to him, the Kosovo government's mutual <x0 actions in the country's north are not making progress easy.

On the other hand, European Commission President Ursula von der Lyen, during her visit to Kosovo at the end of October, said further Kosovo work is needed for the removal of punitive measures.
According to EU diplomatic sources, in recent discussions on this topic, most member states have been in favour of lifting the measures, no one has been firmly against their removal, but there have been differences about how and when this will be done.
The EU imposed several punitive measures against Kosovo last year due to increasing tensions in Kosovo's Serb-run north.
