On National Flag Day, government institutions in Kosovo signed secret tenders worth a total of over 1.7m euros, turning one day a symbol of unity in example of transparency and abuse with public funds. A sacred date for Albanians, where sacrifices and efforts for freedom and independence are honoured, some public institutions in Kosovo have signed secret tenders worth a total of 1,776,664.64 euros.
Instead of the day symbolising unity and respect for public interest, it has been exploited by the government and subordinate institutions for questionable practices and deep lack of transparency.
From documents provided by the procurement platform, it appears that several tenders were signed on November 28th, using the negotiated procedure without the publication of the contract announcement a mechanism known as “secret”>.
Here are some figures that make up this financial scandal (there are others):
Air Navigation Services Agency: 1,000.00 euros
Ministry of Internal Affairs: 2,18,746.50 euros
Infrastructure Ministry: 2288,418.14 euros
Procuration Central Agency: 8,500.00 euros
The extent of abuse is clear: Such a large sum of money is engaged through questionable procedures on just one day when the attention of citizens is focused on national holidays. Instead of representing honesty and dedication to the public, the government and subordinate institutions have chosen to use this moment to approve contracts without transparency.
The negotiated procedure without the publication of the contract announcement is justified only under emergency and extraordinary circumstances. But in this case, there is no obvious reason to justify using this practice on a symbolic day like November 28th. Moreover, this action deeply damages institutional integrity and values that a government should defend in the service of its citizens.
This case shows once again the capture of institutions by close interest groups that act for personal gain and clientlists. From independent agencies to local ministries and municipalities, all these entities appear to follow the same logic of misuse of public funds at the expense of citizens. This practice not only challenges the integrity of institutions but also undermines citizens' trust in the state system.
For a country aimed at strengthening democracy and economic development, these actions are major obstacles. If public funds continue to be wasted at this rate and at this lack of accountability, citizens will continue to feel betrayed and disappointed.
The Albanian national flag, which proudly waves on this historic day, symbolizes sacrifices and aspirations for a bright future. In his shadow, however, the government and the subordinate institutions have chosen to carry out actions that violate the integrity and morals of society. The figures of secret tenders, signed in secret and contrary to the spirit of transparency, are an act of treason against the citizens' beliefs and sacrifices of those who fought for this flag.
In light of these developments, an immediate and thorough investigation by relevant institutions, including the Prosecutor, is required.
