On November 13th, Periscopi reported how Faton Peci had committed 26 consultants to the Agriculture Development Agency (AZHB), which the state budget would cost less than half a million euros.
Now, Periscope through access to public documents, has learned that seven of these 26 consultants, Peci has decided to recruit as civil servants to the AZHB, for different positions like this;
High direct payment official; Official for Archives at the Directorate of General Administration, Inspector of Agricultural Land at the Directorate of Control, payment authorisation official at the Tax Authorisation Department.
This practice of Minister Peci is continuing to be followed in his mandate, where he first engages consultants through procurement procedures, to pass as a civil servant to the ministry he heads.
Otherwise, what is seen is that AZHB under the regulation has no pre-department or the Inspectorate Division, while there are inspectors who respond to the field control department and that the same pay they receive as inspectors, whereas the job site's description has been checked and they have no right to exercise the office of inspector.
