How did Kurti violate the law to appoint Krasniqi secretary general?Arben Krasniqi for two years has been a task leader in the position he now officially received as Secretary General of the Office of the Prime Minister. Research suggests that this appointment has been made illegal, breaking the Law for Public Officials of the Republic of Kosovo.
According to Article 49 points 1 of the Law for Public Officials, the winning candidate must come to the helm of office in a period of 30 days after the assessment was made by the commission. But that did not happen even in the case of Arben Krasniqi.
The Law on Public Officials clearly states in the part where the unblocking mechanism is defined that if there is no direct overseer's selection within the deadline, in this case it is automatically considered the highest-point candidate's appointment.
And in this case, the highest score was Lulzim Beqiri, who also tops the list by most points.


Even with the 2019 law, for public officials, this appointment is again contrary to the law.
Even with the old law, the candidate had to be appointed to this position just 10 days after the assessment by the assessment commission.

Such appointment has also been responded by Civil Society organizations who have urgently sought to cancel this appointment.
Inicativa CorrWatch has also ascertained that Arben Krasniqi's appointment as secretary to the prime minister's office is contrary to the law.
According to them, the appointment of Secretary General of the Office of the Prime Minister of Kosovo constitutes legal violations and the decision on appointment should be annulled because the same has not followed the legal conditions and procedures.
They have considered that the fact that the extension of the appointment process has damaged the efficiency of the recruiting procedure.
CorrWatch estimates that the appointment of Secretary of the Office of Prime Minister is contrary to the law and, as such, the decision should be annulled because it constitutes clear violations of legal provisions.
“CorrWatch calls on the Government to reflect on this process and take the necessary steps to annul this decision. This decision, except that it conflicts with legal provisions, undermines the integrity of public institutions in this case the Office of the Prime Minister, as well as in general the process of recruiting high positions of iss and can serve as a bad precedent in other institutions as well”, it is said in their response.
