According to Hoti, the adoption of this law was made with two legal violations, and as such the president should refuse it.
Kosovo's “Assembly adopted the budget law for 2025: (1) with two legal violations, (2) without addressing key needs, and (3) without addressing dozens of budgetary requirements. If the constitutional order had functioned properly, the President's Office would have returned this decision for the third review of”.
