Deputy Prime Minister Besnik Bislimi Kliman Kadiu has confirmed this.
The summit's December event has also been warned by EU emissary for dialogue Miroslav Lajcak, days ago.
What will be discussed is not yet known, nor will a trilateral meeting be achieved.
The last meeting at the level of chief negotiators is held on 24 October.
After the meeting, Bislimi has said there have been no results at the point about moving forward in normalising reports with Serbia. He had called the meeting a failed run with Serbia's Petar Petkov, under the mediation of the European Union's emissary for dialogue, Miroslav Lajcak.
Petkovqi, meanwhile, had declared that the talks were difficult and that his delegation was insisting on establishing the Association of Serb majority municipalities. / COHA
