The IKD has asked the VV to move away from the path of a constitutional boycott.

The IKD has said parliamentary debates are an important pillar of democracy and democratic representation, and that MPs from the parliamentary majority have the obligation to participate in discussing issues affecting the interests of citizens and the state.

Kosovo's “Institute for Justice (IKD) expresses deep concern about the situation and urges the LVV to leave the path of a constitutional boycott. This practice and access to LVV is unusual and seriously violates the democratic values of the Republic of Kosovo. The IKD considers parliamentary debates to be an important pillar of democracy and democratic representation, MPs from the parliamentary majority are obliged to actively participate in discussing issues affecting the interests of citizens and the state. The boycott of parliamentary sessions undermines not only the integrity of the Assembly but also ignoring Kosovo citizens. ”

The IKD has called on all political parties to meet their obligations stemming from the Constitution of Kosovo, applicable laws and obligations to Kosovo citizens, and the democratic values the Republic of Kosovo has taken over on its path to European integration.

Full communication:

Pristina, October 17th 2024 The parliamentary opposition in the Kosovo Assembly has called three extraordinary sessions of public interest to both citizens and the functioning of institutions of the Republic of Kosovo. Sessions have been called to issues:

Parliamentary document for communications by the chairman of the Parliamentary Group of Vetevendosje Movement, Mrs. Mimoza Kusari Lila, with Milan Radojicic;

Parliamentary duties for lack of food in the Army of the Republic of Kosovo;

Parliamentary duties for the process of calculating the debts of water management companies and the way these debts are repaid by the Ministry of Environment, Space Planning and Infrastructure.

Despite the public interest in parliamentary debate on high-profile issues, the parliamentary majority, represented by the deputies of the Vetevendosje Movement!, has refused to participate in extraordinary sessions, without any legitimate and credible reasoning. This boycott constitutes a violation of the citizens' trust and duties and responsibilities as Kosovo Assembly MP and as the largest parliamentary party.

Kosovo's Institute for Justice (IKD) expresses deep concern for the situation and urges the LVVV to flee the path of a constitutional boycott.

The MP is obliged to respect the constitutional provisions and the law, which constitutes the basis for functioning of a democratic society. This obligation puts him in an important role where his actions and decisions should reflect the values and principles of the legal state.

The Constitution and the MP law act in accordance with the trust granted by citizens. He should be responsible for them and protect their interests by engaging in transparent and accounting government.

Despite party affiliation, MPs must preserve and promote basic values guaranteed in the Kosovo Constitution. MPs should be an example of respect and promotion of democratic values, rule of law and well-being. The boycott of MPs on issues requiring accountability and results on government corruption phenomena, the preservation of the integrity of public institutions, and clarification of situations where Kosovo Assembly deputies communicate with persons in search of international criminal acts against Kosovo constitutional order, lower public confidence in the political will for legal state and fighting corruption. This approach certainly impedes Kosovo's integration path into Euro-Atlantic structures. And so, The IKD expresses concern over the continued absence of the Speaker of the Assembly in running these extraordinary sessions.

The Kosovo Institute for Justice calls for all political parties, indiscriminately, to meet their obligations stemming from the Constitution of Kosovo, applicable laws and obligations to Kosovo citizens, and the democratic values the Republic of Kosovo has taken over on its path towards European integration.
