Parliament Speaker Glauk Konjufca spoke on Tuesday for <x0mbibitation of competencies” on the part of the European Union, while declaring it for the EU draft status of Serb majority municipalities.
After coming out of a meeting of the Parliament's Headship, he said that “if anyone thinks that this is a final document that is taken for Kosovo or permission, then this, by extension, means that Kosovo has been taken in a very important state intelligence”.
“The EU had access to take it or leave it, but that's not right. Since when does this approach come about? Konjufca stressed that “Kosova is entitled to this right”, referring to the draft amendment of Association.
The charges of “Zovation” of the Association establishment process, the chief speaker says it can become Kosovo, but that “exhumation does not mean that the re grave taking over state competencies”.
“We will insist to the end on Kosovo's right to propos a draft Association that no one can take away. The EU cannot take this right from us just because it is strong, powerful and why it can condition us or place measures on us. I'm speaking in principle. In principle it is our right to present the draft”, Konjufca said.
He said that EU draft “could be a consultative version”, but that it is against access “take it or leave”.
“I am against this and I would call this a discriminated approach, quite discriminatory on the part of the European Union and denial of the citizenship of the Republic of Kosovo”, the head of the Assembly said.
After recalling that in some cases he had offered to write down the draft association draft and was rejected, Prime Minister Albin Kurti said today that it is not his job to establish this community of municipalities.
“Let me stress that I am prime minister of the democratic republic. Because Kosovo is a democratic republic, the prime ministers do not form associated municipalities. The municipalities associate with each other, coordinate, cooperate, and so on. You all know we already have an Association of Kosovo municipalities. If anyone wants another association, then this should come from the municipalities. The prime minister does not form community associations, nor does he establish them. The municipalities associate with each other. It's in the sense of the notion that freedom of association, not imposing association. If the prime minister were to establish an association of municipalities, it would be an implant to municipalities. Association is freedom, is fair”, he said.

The chief of the Government of Kosovo will officially accept the country's Progress Report.
The European Commission is expected to call on Kosovo and Serbia to speed up the initiative in implementing the agreement towards normalising their reports.
In this year's report, Kosovo is criticised for the uncoordinated “operations, which are said to have provoked tensions, while the country is required to initiate the procedure for establishing the Association of Serb-run municipalities on the basis of the draft status proposed by the European Union.
When asked about the remarks mentioned in the Progress Report, Kurt warned that he could appear before journalists tomorrow and speak after reading what “is said, written and allude to” in the report.

Kosovo had not sent the draft EU-proposed draft status to the Constitutional Court, thus rejecting this condition of internationals that the country join the Council of Europe in May.
