State wants help again from Ragip “Zhaba” LDK: Over one million euros in negotiations

The business of Ragip Mustaf, owner of the company “Beni Dona”, continues to benefit from public tenders even after the movement of Vetevendosje came to power, which had previously publicly denounced him as the man behind the LDK government of Avdullah Hoti. In fact, Mustafa has recently been charged with providing non-cial food for the Kosovo Security Force (FSK) through his company “Beni Donna”.
This time it is not about specific weapons or logistics, but construction -- an activity offered by many companies in Kosovo. Kosovo police, however, avoided open procurement procedures and chose to hold negotiations with four companies for the construction of police station in Zubin Potok.
The tender was divided into two tears. In both tears, the winner was declared consortium B ENI COM SHP.K. and Olity Training S.P.K. For the first tear, the value was 74,000 euros, while for the second tear including building the facility for The ARC, the value was 440,000 euros.

The total value of the tender amounts to 1,164,000 euros, about 100,000 euros on the original police planning, which was 1,066,765 euros.

The owner of the company at the consortium “Olti Tracing” is Ragip Mustafa, who also owns the company “Beni Dona”, reports Democracy.com.


Ragip Mustafa has recently been targeted by the Vetevendosje Movement for the supply of KSF with non-cial foods and for the creation of monopoly in food tenders. Vetevendosje MP Sali Zyba had reacted sharply to social networks by accusing close companies with the former government of benefiting millions from public tenders. You will not poison the army and benefit millions more”, Zyba wrote, referring to a controversy over food supply for KSF.

Another reaction had come from MP Dimal Basha, who divided a video into social networks.

Other power-related exhibits had also been named as Ragip “Zhaba”.
Meanwhile, the leading company recommended for this contract, “Beni -Com,” has also benefited many tenders from previous LDK governments, especially in the Pristina municipality. But the history of this company is not without controversy: Kosovo police had sent its owner, Ismet Konushevci, to the Prosecutor, and has already confirmed the indictment.
According to the indictment filed on October 19th 2023, Konushevci is accused of violating the rules of public procurement by presenting a false confirmation during a bid to rent the machinery for Kosovo Police. These actions are punishable according to Article 415, paragraph 1 of the Republic of Kosovo's Criminal Code, for misuse and fraud in public procurement.
According to media reports in Kosovo, Konushevci has been sitting at the dock in August of this year.
