Kosovo police have cancelled the tender for “construction of the Zubin Potok” Police Station, where the winner was selected for the multimillionmmerial company Ragip Mustafa. The paper weeks ago reported regarding tender 1.1m euros, which Kosovo Police have rewarded company <x0) St. P. K, owned by businessman Ragip Mustafa, a person traditionally linked to the LDK. Ragip Mustafa, also owns the company “Beni Dona Plast”, which over the years was criticised for soldiers' poisoning, quality of food, which they offered for various institutions in the country.

This tender, signed by Kosovo Police on 4 October, was aimed at police station construction works, an important project for security infrastructure in this part of Kosovo, especially given the strategic importance of Zubin Potok, an area in northern Kosovo with significant security challenges.

The winning companies were chosen “Beni Com” Sh.P.K. and “Olti Training” Sh.P.K.

After Insider's report, Kosovo Police have cancelled the tender for “construction of the Zubin Potok” Police Station.

 

 

In the document, the reason for the annulment is said to be a provision in the Procurement Law.

“A provision in the Public Procure Law requires annulment of procurement activity”, said in notification.

 

 

Regarding the tender extended on 4 October, Insander reported that a winning tender company for the construction of the Police Station in Zubin Potok, and the construction of the Civil Record Agency's facility is owned by businessman Ragip Mustafaa person traditionally linked to the LDK.

It's about the company “Olti Training Sh. P. K”

According to ARBK data, Ragip Mustafa is owner/acionary of the company “Olti Transcing shpk”, so the winning company.

Ragip Mustafa is a businessman from Podujevo, empowered mainly through public tenders.

Ragip Mustafa's name in the past has often been linked to the Democratic League of Kosovo and its powerful people.

By contrast, Ragip Mustafa, is also the owner of the company “ben Dona Plast”, which over the years was criticised for the quality of food, which he was offered for various institutions in the country.

Since 2021, “Beni Dona Plast” has been put under investigation by the State Prosecutor in two cases.

The first case is in 2021 initiated under suspicion of counterfeiting ISO certificates in the tender file for the food supply of the Kosovo Security Force.

The Constitutional Prosecutor in Pristina had confirmed the investigation action company's company “Beni Dona Plast”, regarding the valid tender case of over 8m euros at the Defence Ministry.

While in O Battles were under way among companies to win the 9-million-euro Security Force contract, in connection with allegations of counterfeiting ISO certificates offered by “Beni Dona Plast”, Kosovo Police Task-Forca Anti-Corruption, had begun collecting information to verify their currency, Free Europe had reported in 2021.

The second case for which “Beni Dona Plast” has to do with allegations of extended-term food service for the Kosovo Special Police Unit at Camp Belveder, the Bayr Lagen in Mitrovica.

The event took place on September 5, 2022.

Allegations of the expired food service for members of the Kosovo Police Elite Unit had reported to Kosovo Police in the 24-hour report of September 6th, 2022.

According to the official police report, a raid action at the Mitrovica Special Police Unit camp was likely on the day of the case's indictment.

“Anders have announced that expired products have been brought from the contracted operator. At the scene in addition to police units, AUVK inspectors have emerged and, according to their examination, food was not preserved according to pre-standards. The prosecutor has been notified about the case. No reported arrest”, the police report said.
