The Prosecution File for the Ministry of Lieburn: He repaid millions of debts for the company Flud, Fruit, Frutex, and others

Using official duty, overcoming competencies and illegal profitability, pressure on officials, are some of the illegal acts allegedly committed to Izedin Bytyqi, secretary-general at the Ministry of Environment, Spatial Planning and Infrastructure.

In the state prosecutor's file of applying for house arrest measures against him, which Paparaci has secured, the illegal actions of Bytyqi, which was arrested Tuesday, have been explained in detail.

 

 

 

“There is suspicion based on the quality of the official person, as Secretary General, in the Ministry of Environment, Space Planning and Infrastructure, has misused the official task, deliberately exceeded its competencies, acting in full opposition to the rules and procedures set out in the Law for Waters of Kosovo, so that the defendant has generally ignored the ministerial group's report, which he formed with the verdict of 42/03/2021, with the aim of calculating the debts of the Economic Operators, the ambals to APL, according to which report created the total debt of 19,446, while the country's alleged anti-proprinable verdicts of Kosovo's budget, with a view to a direct or to an unconfirmational payment, or to a prioritic budget.

The prosecution's file states that on 07.09,2021 has issued financial decision to estimate the financial obligation for the economic operator “Fluidi”, which, for the time period of January 2009 to June 2021, assigned only the amount of 13 thousand and 72.30 euros, so that this economic operator only for the 2008-2013 term, according to the ministerial group of 2014, was owed for the debt of 4,458,24 euros, if it was to be calculated by the time period of away of 2014, it would be the highest debt.

 

 

 

“With the 3108.2021 date, has issued the financial decision to estimate the financial obligation for the economic operator “Fruti”, which, for the time period of 3117 to June 2021, defines as the financial obligation totaling 39,81 euros, while this economic operator has operated as ambalizing and counting the obligation for used water was required to be calculated to sell no cubic metres, since this is contrary to administrative instruction (4)3>

“With the date 11,03.22, has issued the financial decision to assess the financial obligation for the economic operator “Futex”, which, as an activity, has the production and ambalnification of refreshing fluids, which for the time period from July 2019 to December 2021, defines the financial obligation of 127.40 euros”, it was further said.

 

 

 

The defendant Izedin Bytyqi, in violation of official duties and as a result of illegally counting debts of several economic operators, in December 2023, has enabled economic operator “Frutti” continuing water permits without meeting the legal conditions and contrary to the criteria set by pre-licit permits, and this has been accomplished since pressure was exerted on MMPHI officials, Beta Bajgora and Mevana, who have been appointed to consider the continuation of the water permits, which are threatened by Nasy Hafi who were not acting on prosecutions, according to the procedure.

The prosecution says that being in an important position at MMPHI, defendant Izedin Bytyqi has been notified by witness Makfirete Dibrani, who in the official quality of ARPL, has sometimes informed him that these decisions are illegal and that they have no legal basis, and that with these actions it will damage the state budget.
