In a communiqué released to the media, the government has cited the need to sign the Base Agreement, reached between Kosovo and Serbia a year ago, so that it is respected and implemented.
The agreement on normalisation of relations has been reached between the two countries in February 2023 in Brussels, and later the parties have agreed to an annex in Ohrid, Northern Macedonia, but has not been made direction towards implementation.
As for Radojici's extradition, the government has estimated that his surrender serves legitimacy, justice, peace and security.
Radoic has claimed responsibility for organising and conducting the attack on Zvecan Banjska in September last year, in which the sergeant, Africa Bulnjak, was killed.
Three Serb attackers have also been killed in exchange for the fire.
Kosovo blames the Serbian state for organising the attack, but official Belgrade denies everything.
Justice authorities have filed charges in this case against Radojici and dozens of other people, three of whom are arrested in Kosovo.
Radovac and others are believed to be free in Serbia.
US Assistant Secretary of State for Europe and Eurasia James O'Brien has said that there have been improvements in the security situation there in the north over the past year.
However, O'Brien stressed that after Banjska, Serbia has taken steps to attract its violent elements, which, according to him, has contributed to the situation.
According to him, the important thing is that Kosovo offers confidence to citizens in the north that they may have a future, while stressing that this has to do with “people who trust institutions”.
It is important that your government give confidence to citizens in the north who have futures here as individuals and as members of the Serb community. Such faith makes everything much easier even if we take steps to plan, connect, and no violence. After all, it has to do with people who trust institutions.
Asked whether you see the connection between the Serbian state and Banjska, O'Brien replied to “I think we've talked a lot about this”.
What we see is that the Serbian state has taken action to make violence less possible, and for us this is very important”.
He stressed that Radovici, who has accepted the attack on Banjska, must be prosecuted for what he stressed was promised to happen.
O'Brien also talked about Association. He has said that Kosovo should submit the Association of Serb majority municipalities to the Constitution.
“Sending association to Constitutional is the basic commitment. We do not expect it only from Prime Minister Kurti, but there have been several previous prime ministers who have done it, so we expect it from Kosovo”, O'Brien said.
O'Brien stressed that association is a way for similar municipalities to exchange experiences and talk about how to deal with problems.
There are over 400 such associations throughout Europe, as we know. The association does not create a government or another layer, but it is a mechanism for co-ordination, as we see in northern Italy or in the islands of Sweden or Belgium”, OʹBrien said at “Politicalo”
He stressed that it is time for Serbian citizens to live fully in Kosovo, so according to him, it is important that Kosovo should submit association to the Constitution, while stressing that “ai is seen as something normal in all of Europe”.
Everything's taking longer than it should be”
That is how US Assistant Secretary of State for Europe and Eurasia described the process of dialogue between Kosovo and Serbia, which stressed that the US supports this process.
He stressed that the country should take advantage of this opportunity, since, according to him, Kosovo cannot have it for a long time.
We wanted both countries and all countries in the region to move as fast as possible. We want borders to remain open so that societies can work together in exporting goods, goods and for people to work and live in another country. We want the country to take advantage of this opportunity because sometimes you have an opportunity and if you don't want to use it, you won't have it for a long time”, O'Brien said at “Politto” of Kanal 10.
Asked whether he received any positive messages or signals from the prime minister regarding the dialogue during the meeting, O'Brien said Kurti understands that for Kosovo now is a unique moment, while in particular he mentioned transitions to the EU and the US expected to occur, which according to him, these provide a good opportunity for Kosovo.
This is a unique moment, because we have all those transitions going on. The European Union will have a new commissioner, so new staff, who will oversee the European Union integration process and in the US, we have elections, we know there will be a transition”, O'Brien said.
He has stressed that it is time for Kosovo to define its appearance, while adding that “Kurti understands this”.
“We are at an interesting moment, when Prime Minister Kurti, I think he understands that there is a possibility to say, that is how we want Kosovo to look and shape the way the international community is reacting to”, O'Brien said.
On the other hand, US Assistant Secretary of State stressed that the economic growth of the two countries could be made if they implement the basic agreement and the Ohrid annex, stressing that “this is the only way to move forward”.
“While I think President Vuciq also sees it as an opportunity for the economy to grow much more than it has grown, and Serbia has had good economic growth recently, but for even greater growth, there must be a political accommodation over the next few years due to Kosovo. The best way is through the Ohrid base agreement and annex, this is the way to go ahead of”, O'Brien said on Channel 10.
On the contrary, he stressed that if there is a deadlock in dialogue again, both countries would be lost, as he called, <x0).
I think the main sanction is that both countries have lost a tremendous opportunity for their country”, O'Brien said.
