I hate to cancel the decision on this position, according to Ejup Macdonci, there is enough.

L-197 for Public Officials.” It says the request of Defense Minister Ejup Macedonia.

But to further argue the demand for the annulment of this government decision that, according to Macedonia, is contrary to the law, that Gafurr Dugolli (VVVA deputy brother Enver Dugolli) be appointed Secretary of the MM, the defence minister has also launched a commentary letter.

“Empowering Government's Decision No. 18/220 on 1109.2024, with which Mr. Gafurr Dugolli has been appointed to the position of Secretary General in the Ministry of Defence, supported by the provisions of Law No. 05L-031 for General Administrative Procedure, Article 130 paragraphs 1 and 144 paragraphs 1, related to Article 47 paragraph 10 of Law No. 08/L-197 for public officials, as well as prosecution in accordance with Article 66 of the <x0 setting No. 17/2024 Government Work of the Republic of Kosovo and has passed the procedural phases envisioned by the Government's Labour Adjustion and other legal and underground acts and recommend approval of this decision. The proposal is accompanied by documentation, which contains all the data and information needed to make the” decision. - Says Minister Macedonia's letter.

But it doesn't all end here.

For the appointment of Gafurr Dugolli in the position of Secretary General in the Defence Ministry, Ejup Macedonia in a letter to Prime Minister Kurti and the ministers, says he has not even been aware of his appointment to this position.

He even says that for this position, he could have made it his own as minister of Defense.

Dear ministers,

The government of the Republic of Kosovo at its 220th meeting has ruled No. 18/220 on 1109.2024, with which Mr. Gafurr Dugolli has been named as secretary-general at the Ministry of Defence.
I, as minister of Defense, have not been aware that in connection with the draft procedure for the position of Secretary General at the Ministry of Defense there are complaints at the Independent Council of Civil Service, which are under treatment.
The proposal in the Government for the general secretary's selection, I have made, based on the Core of Expiration of the date 14.08.2024 accepted by the Directorate of Human Resources at the Ministry of Defence, on which memorandum from the Human Resources Unit I am advised to have fulfilled the legal criteria and in accordance with Article 49 of the No Law. 08/L-197 for public officials. And that I as minister can make the nomination of the winning candidate for appointment from the Government of the Republic of Kosovo for the position of Secretary General in the Ministry of Defence for a four-year term.
In the meantime, after making the decision by the CRK, on the 18th,2024 date, I have been notified by the Independent Council that: “related to this process of recruiting for selecting the winning candidate for the position of the Secretary General has complaints under consideration at the KKPSHCK, and it has become more aware that this selection has been made in opposition to the provisions of Law No. 05L-031 for the General Administrative Procedure, below 130 paragraphs 1 and 144 paragraphs 1, related to Article 47 paragraph 10 of Law No. 08/L-197 pêr Public Officials”.
So with the aim of avoiding the negative legal effects for the Ministry of Defence, since the general secretary's position is a key decision-making position, I demand that decision No. 18/220 on 1109.2024, with which Mr. Gafurr Dugolli has been appointed to the position of Secretary General in the Ministry of Defence to be cancelled. So I'm asking for the approval of this proposal.

Defence Minister Ejup Macedonia for all this has received an answer from the Government of Kosovo, a decision proposal reportedly reversed the Kosovo Government's decision on the appointment of Gafurr Dugolli, in the position of Secretary-General in the mission.

But it does not have a date or a signature of the head of government.

“Support Article 92 paragraph 4 and Article 93 paragraph 4 of the Republic of Kosovo Constitution, Article 8 of Law No. 08/L-17 for Government of the Republic of Kosovo, Article 53 paragraph 1 of Law No. 05L-031 for the General Administrative Procedure, as well as in accordance with Article 66 of Adjust (QRK) No. 17/2014 Government work of the Republic of Kosovo.

The government of the Republic of Kosovo at the meeting held by 2024 gets this:

1. Government of the Republic of Kosovo No. Decision Canceled. 18/220 of the 1109.2024 date, with which Mr. Gafurr Dugolli has been appointed to the position of Secretary General at the Ministry of Defence.
2. The Ministry of Defence is being occupied in implementing this decision.

3. The decision takes effect on the Day of Publishing in the Official Journal of the Republic of Kosovo

Until these moments when this article has been published, there is no official decision by the Government of Kosovo to cancel Gafurr Dugolli's decision.
