Ilir Meta with a villa in Rolling Hills

From communications between Monica Mayor and Samir Manes, reflected in the decision, it turns out that in many cases she has exercised her influence as an MP and as Ilir Meta's wife to solve various problems that businessman has had with state administration and market supervisory institutions specifically with the Electronic and Post Communications Agency (AKEP) and the State Judiciary End.

Through a spokesman, businessman Samir Mane said he could not comment on claims to the degree of security of Ilir Meta and Grande until criminal charges were brought against him. There is no charge against me,” Mane said. “I cannot comment on charges against others, especially when there is not yet a court decision of formal form,” he added.

The SPAK did not answer BIRN's questions about the position of businessman Mane in the investigation.

A ffliction Relationship

 

Samir Mane is one of the most popular and successful businessmen in Albania, known for his investments in different sectors of the economy. He is founder and leader of the “Balfin” group, one of the largest investment groups in the region. Its activities include building trade centres such as TEG and QTU, developing real estate with projects such as Rolling Hills, Green Coast and Vala Mar, investments in the mining industry, technology and electrical equipment trade. The “Balfin” group also has investments in several other Balkan countries, making Manen the richest businessman in Albania.

 

According to the SPAK, Manes' relationship with the Meta couple and Grandie go at least two decades later. In 2007, Mane bought an apartment from former President Meta in the Qerret. Meta had bought the apartment in 2002 for 60 thousand USD and sold it to Manes in 2007 for 300 thousand euros in cash. The amount earned by the sale of the apartment was not declared by the former president at the ILDKPKI in 2007-2009. The same residence was reentered in 2021 by Mane journalist Baton Haxhiu for 80 thousand euros.

In November 2023, SPAK took control of Monica Mayor's apartment and sequencing several mobile phones as material evidence. From computer expertise and a phone used by Monica Grandi in 2013-2014, The SPAK recorded conversations between the Chiefs and various persons, including Samir Mane and Eva Manewho raised doubts about corruption between them.

Monica Mayor had a series of communications with the head of AKEP, Piro GijoFor documents to be prepared by Samir Mane and the owner of Top ChannelVjollca Hoxha, to create a company and link an agreement with Vodafone for phone traffic. Piro Gijo also informed Monica of the meetings and developments that had taken place regarding the Plus company, whose shareholder was Samir Mane.

 

Communications continue on issues pertaining to licenses and agreements with phone companies in Albania, where Piro Gijo informs the Chief Minister of meetings with representatives of different companies and ministers, keeping him up-to-date on the problems and developments of the telecommunications sector.

According to the SPAK, it is clear that Samir Mane and representatives of the Plus company sought the mayor's help to solve problems with AKEP and other market operators.

Gijo also mentions Ilir Meta's mediation, which he refers to as “Chief”, to resolve the company Plus issues and maintain a balance between the interests of key operators such as Vodafone and AMC.

Logging for Changing Mining Law

In 2014, Ilir Meta held the post of chairman of Albania's Parliament and chairman of the Socialist Movement for Integration, while Monica Grande was the deputy of the LSI. According to the SPAK file, on October 6, 2014, Samir Mane asked Monica Mayor for an emergency meeting at the restaurant '{0}'Berliniı in Tirana. The theme of the conversation was the “for the Minerar sector in the Republic of Albania.” In 2013, Samir Mane had purchased the Albchrome company, the concession of the largest chromium mine in Bulqiza.

From a review of talks between Monica Mayor, Samir Manes and former LSI Director Progress Spahiu, SPAK has concluded that they have discussed amending the law in favour of Albchrome. According to the SPAK, former director of Albchrome Saimir Boca, said the company had sought the amendment of the law on the servist of galleries and vertical wells to avoid technical responsibilities from the crossings of other subjects at the Albchrome galleries.

As a result of the interventions in favour of Samir Mane's interests, for the adoption of legal and administrative changes, Meta and Grande allegedly benefited illegally real estate assets, travel abroad and concert tickets.

“The Mayor Monica Grandi has had continuous communication with Samir Manen and his wife Eva Mane,” writes SPAK. Their “Marriage included trips to the Beonycé singer's concert and entertainment at Disney in Paris, lunches in England, coffee meetings in Tirana and visits to the Mane pair's home in Rolling Hills, as well as the benefit of a gathering of Meta and Headship at the Rolling Hills complex,” adds the prosecution organ.

 

Initially, the Mayor had discussed with Manen to see apartments on the 17th floor of the Ambassador Palace 3, but after visiting apartments and consulting Eva Manen, he decided to take a villa at Rolling Hills.

 

On June 3, 2014, Monica wrote to Ilir Meta: “Eva Mane says no to the palace. He's got a lot of people, and he's going to bother Ilir. Meta replied: “Okay. And we should eat and cry. ”

After that, the Lord began to spread the word that he would move by rent to the villas of Rolling Hills and hired some people, including an Italian architect, to do the work.

The SPAK claims that Meta and Headship, in exchange for their illegal influence on public institutions for favouring businessman Samir Mane, agreed to promise to win a villa in Rolling Hills, identified as the No. 103. This villa and works carried out during 2014 were not declared by The Great as a fortune, which suggests that SPAK would benefit from the corrupt activities of the Grand and Meta.

Meta and Kryher gave up their villas in Rolling Hills after learning that other people, including former Greek Ambassador to Tirana, had agreed on the deal. Vila was later sold to another buyer.
