Hamza Lic is the brother of Ibrahim Lici, who is accused of killing Andrew Mustaf in May 2021.
Ibrahim Lici was arrested last year in Turkey and later released after the extradition was refused.
Ibrahim Lici's name was coveted during 2017, following information that he imposed fines on businesses in Shkodra. At that time, police were conducting operation by arresting a group of people, including Ibrahim Lici, who was later released.
Ibrahim Lici has been arrested along with his brother, Muhamet Lici, in March 2017 after running a criminal group that imposed fines on Zdrales' businessmen in Shkodra. Muhamet Lici was sentenced to 13 years in prison, while the court released Ibrahim Lici.
