At the request of 41 deputies, the extraordinary session was held on October 16th, with one point of the agenda: Parliamentary duties for the process of calculating the debts of water management companies, as well as the way and basis for write-off of MMPHI debts, writes Periscope.

The extraordinary session was boycotted by all deputies of the Vetevendosje Movement, including Parliament Speaker Glauk Konjufca.

Researchers at the Kosovo Democratic Institute (KDI), Violet Hajoli, speaking of Periscope, have voiced criticism of the ruling LVV party, which requires responsibility to ensure the functioning of parliament.

Hajoll added that it is disturbing that the Speaker of the Parliament has not been presented at the hearings called by opposition parties.

The most disturbing of us as an institute has been the absence of Speaker of the Parliament who, under the regulation and Constitution, has to lead with the Assembly hearings and if absent for any reason, we have seen cases where Deputy Speaker Saranda Bogujevci has led the hearings, but since she and we were absent from the opposition, then we saw the ruling party take a political stance to boycott the opposition initiatives, she said.

According to Hajoll, the ruling party's absences at the Assembly hearings are translated as a political one from parliamentary debate until he added that the issues raised by the opposition are important and the need for clarification by the ruling party.

She added that the lack of deputies of the Vetevendosje Movement are negative signs, and the same is responsible for holding sessions.

It is not at all positive because the parliamentary majority or the ruling party have the main responsibility to ensure the actual functioning of institutions, including the Kosovo Assembly.

KDI's researcher raised another budget concern for next year, as it claims it may be at risk not to pass, if the same low labor intensity continues in the Assembly.

By days that the ruling party does not have the numbers to pass the bills and needs support from the opposition, it would have to start drinking to achieve consensus with opposition MPs in order to pass the procedures that have remained in the procedure and that are a total of 51 and are waiting, then there are international agreements as well as the budget bill that must be passed this year, and without support from other MPs except those in power, it can hardly be adopted for next year's budget, Hayjo said.

On the other hand, Naim Jakaj senior researcher at the IKD, told Periscope that MPs are tasked with respecting constitutional provisions and the law.

Article 41 of the MP's Law for Rights and Responsibilities provides for reducing the basic wage and additional compensation for MPs who do not participate in the plenary hearings or helping organs where they are members. But that other rules of participation of MPs and sanctions for violating these obligations would have to be defined in the Framework Order or in an internal regulation, but that has so far not been adopted.

The Code of Conduct has been processed in this respect, but it has already withdrawn from the plenary hearing due to constitutional shortcomings, shortcomings that have been recorded in the IKD report.
