Anticorruption Agency chief's wife ready to be employed through a corrupting process

The contest opened, candidate Arta Birdjik, wife of the Agency for Prevention of Corruption Director Ylli Buleskaj won. The competition was canceled for irregularities. It opened up again, and again, Arta Birdjik, wife of the Director of the Corruption Prevention Agency, Ylli Buleskaj, won.

In the process of recruiting for the position of interior audit official at the public company “Iber-Lepenci”, which was initially cancelled due to numerous irregularities ʹ the candidate who was mostly assessed in the integration phase, is re-enter Arta Drydziku, wife of the Agency for Prevention of Corruption Director Ylli Buleskaj.

Albanian Post had reported on July 20th on irregularities in the process, and the competition had since been cancelled.

And in the rerun of this competition, in the process of interviewing the position in question, which has again provided Albanian Post, the Batik is again ranked first with 77 points out of 90.

Following Albania Post's first report on irregularities in the process, Buleskaj had sent the medium to the Council of Kosovo's Written Media, the materials Albanian Post had gained and Buleskaj's complaint had not been approved.

The KMSHK said in the decision that “ankesa is not approved”, as the AP article also validated the fact that the competition was canceled for reported irregularities.

Buleskaj, known in public opinion as a person close to the ruling party, Vetevendosje Movement.

His proximity to the VV had been noted after several actions within the Central Election Commission, when current Prime Minister Albin Kurti and other officials of his party were not allowed to run in the February 14th 2021 elections, as the Constitutional Court had made a decision that no one could run for MPs in case there is condemnation of the form cut by the court for the past three years.

But, despite that, Buleskaj, at the time as executive director of the Office for Registering Partys and Certification under the CEC, recommended to this institution that it certified all candidates for MPs, who were within the electoral lists of political subjects in the February 14th elections, even after the Constitutional decision.

Once the elections were won and once the Vetevendosje Movement, the Bulescan of “rewarded” with a different position, that of the Agency for Prevention of Corruption director.

 

That position, he would take a few months after the VV came to power. In December 2021, VV deputies would vote for Buleskat.

Almost three years later, his wife is trying to illegally assume an important position in Iber-Lepenc.

Regarding irregularities associated in the first competition for this position, “initiatives had reported CorrWatch”, founded by the consortium of civil society organisations made up of the Group for Jury and Political Studies (GLPS), the GAP Institute and the Institute for Development Policy (INDEP).

By this initiative, which is financed by the U.K. embassy, they have considered that the recruiting process for the official/internal audit position, the phase of preliminary verification, was characterised with violations, and therefore the same should be reviewed.

During monitoring the phase of preliminary verification for this recruiting process, Corrjetch had identified violations.

More specifically, they have announced that the commission has included in the narrow list and has invited an interview candidate who has not met the criteria set out in the declaration, especially those related to work experience.

During preliminary verification, they suggest that this candidate did not have documents supporting her work experience and delivered the same ones after the scheduled deadline in the competition.

Their response points out that this practice is discriminatory against other candidates and conflicts with the rules of the contest, which clearly stipulates that “candidists with incomplete, incomplete, inadequate documentation and off-limits of the competition will be refused”.

“CorrWatch” has suggested that it has raised these concerns in the assessment commission and recommended reconsidering the process due to identified legal violations, but the recommendation has not been addressed.

“CorrWatch” has called on the institution in question to reflect on this process, and therefore, to review this phase of the process.

Mr. Buleskaj himself has denied being his troubled candidate wife.

He said it was one of the other candidates, even though on the list for winning candidates, the lady who mentions Buleskaj is in fourth position.

This is not the only case when in an irregular way certain individuals who have the backing of power tend to take positions in public institutions.

On July 11th, Albanian Post had reported how a person named Xhedin Krasniqi has advanced to four different positions within the Ministry of Culture, Youth and Sports in a deadline that included less than 48 hours and was looking for the fifth.
