Abraham: Year was unjustly punished for wages, municipalities being seized millions of euros from municipal budgets

The executive director of the Kosovo Commission Association, Saban Ibrahimi, has reacted to the failure to pay salaries for a part of the local municipality of the Year. He said the government has unjustly punished the municipality of the Year. “The government unjustly punishes the municipality of the Year A part of the municipality of the Year's community remains without pay [...]
“The government unfairly punishes the municipality of the Year A part of the municipality employees of the municipality of the Year are left without salaries due to budgetary support from the central level in covering the expenses of collective contracts, which are signed from central level”, he has said.
According to Ibrahimi, collective contracts have been signed from the central level and not from the municipalities, as he added that there have been years that municipalities demand from the central level to assume financial responsibility for covering the cost of collective contracts.
The “collective contracts are signed by the central level, not by municipalities. For years, municipalities have been demanding from the central level to assume financial responsibility for covering the cost of collective contracts, but this demand is coming to deaf ears. This problem has been discussed several times with KM Albin Kurti, with Minister Iron Murati with Minister Nagavci and the commission of grants where municipalities are being over-voted, but this problem is continuing to harm the municipalities of the Republic of Kosovo. The central level is not getting ready to solve this problem. The municipalities have also addressed this issue to the institutions of justice, but there are no answers. Dozens of millions of euros are taking municipalities unjustly from municipal budgets. They are stopping from implementing many capital projects aimed at improving the lives of citizens”, he has said further.
The “communs as well as their insufficient budgets are working with increased dynamics just to influence citizens' lives to improve, but instead of the Government of the Republic of Kosovo, which is unable to spend its resources on capital investments, where it is spending hundreds of millions of euros, it goes and stops municipal wages. Take lessons from municipalities on responsibility for citizens. It is fair when the absolute majority of mayors prove that municipalities are not being treated with dignity and are not being treated as they deserve. The next completion of most of the mayors is that there are uneven distributions of financial means coming from various ministries for municipalities. How long will municipalities be penalised for collective contracts? Despite all these blockades and non-co-operation from the central level, municipalities will work for the good of citizens because they have a mission. Government, Reflexto because those employees are also citizens of the Republic of Kosovo, even though they live in the year”, Ibrahim said.
