Ymer: New dynamic dialogue in 2024, association will be the main topic

This is for the fact that implementing the agreement between the two countries will be the main topic of the year and that within this, the main topic for Kosovo will be implementation of association.

That's what the Executive Director of the Institute for Social Policy, Wayne Ymer, says about Front Online.

He says the first signs of the start of implementation of the agreement have already begun.

Ymer: Constitutionality to Have Important Work on Association Billing

Albin Kurti's former associate party now executive director of the Institute for Social Policy ʹMousine Cocalari, Visar Ymer, says the issue of Association will be the main point of dialogue, as has been ongoing.

But when talking about the Ymer Association issue, states that Prime Minister Kurti and Government have been somewhat two-way in terms of this subject.

“So far Prime Minister Kurti and Government have been somewhat two-way over this issue -- on the one hand, the prime minister's readiness to accept the text of the draft statute and then his statement of the year that he is willing to write a Statut in co-operation with the government ministers”, he has said.

But despite that, Ymer claims that ultimately the draft draft will be the one proposed by the European Union.

Ymer also mentions several points in this draft proposed by the EU, which according to him are elements of autonomy.

But unclear is the submission of this draft status to the Constitutional Court, without becoming the Government's decision.

And for that, it says that the latter will have important jobs in dealing with this draft.

Will Association place the election? This is how Visar Ymer answers

The voices of early elections have recently increased.

It is even said that one of the points that may lead the country to parliamentary elections may be the subject of association.

The Executive Director of the Institute for Social Policy ?Moussie Kokalari, Visar Ymer, says of Front Online that elections may be the means through which Prime Minister Kurti and Vetevendosje intend to share responsibility for implementing the agreement.

Whether we go to the elections or not because of the dialogue will depend heavily on the dynamics of dialogue. If the odds are great for the deal to be implemented quickly (so in the first half of the year), then I don't think Kosovo will be able to go to the elections because it would delay implementation deadlines”, he has indicated.

According to him, stalling the dialogue would produce additional uncertainty about Kosovo.

This year's “over the course of the war in Ukraine, the Middle East war, as well as the elections in the EU and the US in the autumn, we are entering a much more unpredictable global political situation. And in this direction the procrastination of the dialogue process could produce additional confusion for Kosovo”, Ymer added.

Polls for political parties/ Ymer: I don't think there's gonna be spectacular results in elections like 2021.

 In a recently released survey of political parties, the Vetevendosje Movement has fallen below 50%.

So why are they saying that in the upcoming elections, this percentage will be passed again.

But opposition parties are also declaring they will win a convincing victory in the upcoming elections.

In this regard, says the Executive Director of the Institute for Social Policy, Moussine Cocalari, Visar Ymer, who says that this is hard to predict, because the important thing is how it goes to the elections, if you go.

It's hard to predict an electoral situation right now, since it matters very much how we're going to the elections (if we go), what we're going for. So whether we're going to the elections as a result of the government's collapse, or as a result of the government's resignation”, Ymer has indicated.

He has explained why he is saying this.

“Ration could be a victory moment for the opposition. The resignation can be interpreted as fleeing from responsibility and handover to pressure, which I don't think would be desired by Prime Minister Kurti. The biggest challenges are for power to call elections a kind of referendum (in this case also on the deal). However, this is difficult to interpret so taking into account that we would go to the elections after accepting the agreement rather than before it. Before he was admitted, it may even make sense to ask citizens. After accepting the deal, there is no meaning to”, he added.

Ymer believes that in the upcoming elections there will be no spectacular results as it did in 2021.

“Then what would the VV position be against Association and Agreement in case of elections? That they're against? That doesn't make sense. So I don't think this time we're going to get spectacular results in choice like the 2021 ones. It's the whole other situation that hasn't been compared to that time”, has stated among other things Ymer.
