Walker: Vuciq, Serbia want dialogue procrastination, notable that Kosovo still lies under sanctions

Walker has said that everyone understands that Kosovo wants normalisation of the reports, but it seems that Serbia does not want that.
The veteran of American diplomacy has said that Vuciq and Serbia, with refusing to recognise Kosovo, want to drag the negotiation process on indefinitely and want internationals to pressure Kosovo. Walker says it seems the West is putting pressure on Kosovo, but not on Serbia, so he adds that he is too optimistic about the negotiations.
“They are developing for a long time with very little progress. And again Vucic and Serbia and their refusal to recognise Kosovo, you know, will drag the process forever. I think that everyone understands that Kosovo wants to normalise the reports, wants to make peace in the region and that Serbia seems not. Serbia seems to want to procrastinate and make the international community pressure Kosovo, and they are, but it seems, they are putting strong pressure on Serbia. So I'm very optimistic about the negotiations process”, Walker said about Express.
Walker has further said he fails to understand why Kosovo is under EU sanctions, when he is a democratic state with a functional democracy like any state in Europe or the world.
He has said that if a case similar to that of Sandulovic in Serbia occurred in Kosovo, investigations would be made and responsibility would be brought to justice.
The US diplomat has also cited political processes and elections, saying that in Kosovo those who lose elections release offices. He has said that in Serbia, Alexander Vuciq, is wanting to stay in power too long.
In the end, it says that the gap between Kosovo and Serbia is too large and it is incomprehensible that Kosovo is under sanctions.
You're under sanctions which I don't understand. Kosovo is a functional, democratic democracy like any country in Europe or the world. The justice system works.
