The rapporteur for Kosovo in the European Parliament, Violet von Cremon, has said that failing to implement the Constitutional Court's decision on the Decani Monastery on the part of Kosovo does not make it easier for members of the Council of Europe to move ahead with its application for membership.
According to her, KE rapporteurs who came to Kosovo have been told that the Kosovo government will not implement this decision.
Von Croamon adds that Kosovo's legislation is in order, but that it is delayed, citing this monastery's land issue as an example.
There are several principles in the Council of Europe and what I've read so far from legal analyses is that, theoretically, on paper, the legal framework is there, so what the Constitution predicts is not bad, but implementation and realisation of the constitutional framework is delayed. The German Eurodeput added that Kosovo should remain a multiethnic country, since international co-operation supported it as such.
