Tolaj writes to embassies: Rron Djindjic ORCA targets sought to be revised

The Ethics Council at the University of Pristina has decided to cease the procedure initiated following the Organisation for Education Growth “Orca” against Professor Ilir Tolaj in November 2022 for plagiarism on doctoratery.

This decision was taken Monday that went through a report by the UP's expert commission and has been found to be unfounded.

It is on this issue that Tolaj has written to diplomatic missions in the country, which he has asked for the goals of the organisation of Rron Djindjic to be reviewed.

In His Decision Signal, This decision is said to have been made according to all circumstances in the case and their actual and legal integrity.

According to experts who have done the analysis, it has come to the conclusion that the pieces opposed by ORCA, “THERE are no major parts of any scientific work, including that of the doctor's dissertation”.

This is because, based on Article 10 of the Ethical Code of UP, using such materials, in existing circumstances, with no intention of disincentivement, and not attributing it to itself, cannot be considered a definite violation.

“While an assessment of a job worked in Kosovo 2 decades ago, with today's criteria of the most advanced countries in science and technology, is impossible and even against-law” It says the decision.

Members of this commission have concluded that the doctor's dissertation, titled “Kosovo's meningocoxic sepsis ʹ our experiences in the use of adjuvante” protected in 2004 is the original study.

“This material has never been used before by anyone, the results drawn from the study are original, while the discussion and completion of this work are original based on the original results of study” It says further in decision.

The Ethics Council has concluded that Professor Tollaj's work respects scientific standards for a doctorate's work and that the denounciation should be rejected as groundless.

It is on this issue that Tolaj has written to foreign embassies in the country.

“I'm contacting you about some critical issues related to O RCA, a nongovernmental organization that benefits from your financial support directly or facilitated through foundations operating in Kosovo”, says Tolaj's letter to the American Embassy and others foreign embassies and organisations operating in Kosovo.

I express my sincere appreciation for your continued support in strengthening Kosovo's educational system. Your invaluable contributions have significantly increased our abilities and promoted a culture of educational perfection. However, I feel obliged to bring to your attention a recent incident that has raised deep concerns about the behaviour of ORCA NGO, an organisation under your sponsorship”He goes on to write Tolaj's letter.

On the other hand, Tolaj tells the ambassadors how in November 2022, O RCA complained about his doctorate at the Ethic Commission of the University of Pristina.

November 2022, O RCA complained to the Ethical Commission of the University of Pristina about my candidacy for the sector post. Their claims, focused on the authenticity of my doctorate thesis, seemed to be motivated by political motives, aiming to undermine my reputation instead of engaging in a fair and impartial assessment of all candidates. Especially, the Ethical Commission, after a thorough review, in January of this year concluded that ORCA's claims were groundless”.

Tolaj continues her writing by saying that ORCA showed a lack of confidence and respect for decisions made by the Ethical Committee.

“During all this testing, O RCA showed a lack of faith and respect for decisions made by the Ethical Committee. They held press conferences both during the screening process and after the commission's favourable decision, continuing their defamation campaign. Their actions exceeded fair criticism, turning towards possible threats and damage to the career of those involved in the decision-making process. Such behavior not only undermines the integrity of future procedures but also creates a cooling effect, preventing experts from contributing because of fears of verbal and physical consequences”, writes Tolaj.

Moreover, noncompliance in ORCA approach is deeply disturbing. They commend the committee when its decisions harmonize with their interests but denigrate the same organ when the results are unfavourable to them. This approach not only questions their integrity, but also conflicts with the principles of justice and professionalism they claim to support”.

Tolaj suggests to embassies that EU funds/ The US will be used in a way that promotes positive and effective changes instead of advancing specific political agendas.

“is of great importance that EU funds/ The US, dedicated to improving Kosovo citizens, is used in a way that promotes positive and effective changes instead of advancing specific political agendas. As Kosovo tries to comply with EU standards, it is necessary to respect the institutional decision-making process and final decisions. Pressure, threat, or involvement in acts of vandalism to influence such processes is contrary to the values of democracy and justice”.

He also prayed for foreign organisations and ambassadors to reevaluate the behaviour and objectives of the NGO ORCA.

In light of these disturbing events, I kindly urge you to reevaluate the behavior and objectives of the NGO ORCA. Ensure that your support and financing are compatible with organisations that realign and promote the principles of justice, professionalism and respect of institutional processes is crucial to Kosovo's” progress
