Bislimi has already said that the parties have to agree to the sequence, and for this sequence must be based on two principles, that something needs to be done to get something in return and that everything in the basic document needs to be reflected in implementation of the sequence plan.
Bislimi has said Miroslav Lajcak is holding some proposals for this and that the parties are negotiating those proposals.
Speaking of Association, Bislimi has claimed to be in Article 10, and as soon as the parties agree on the sequence, then the responsibility and obligation to start implementation arises.
Chief negotiator Bislimi has stressed that implementation will take place in that each of the 4 stages of establishment of Association, Serbia must fulfil its obligations in terms of recognition de-facto, Express reports.
The deputy prime minister has said that at the moment Kosovo is ready to establish the Association of Communities with the Serbian Majority or whatever it will be called, Serbia must complete recognition de-facto.
Speaking of the first steps, Bislimi has said Serbia must recognise Kosovo passports and all documents issued by the Republic of Kosovo. Such a thing should happen as Kosovo institutions adopt the Drift-Sttutine Association of Serb-run municipalities.
What's left is that we agree to sequence. For this sequence, there are 2 or 3 guiding principles. First, you must do something in order to get something. The second is that everything in the basic document should be reflected in sequence implementation. Based on this, Mr. Lajcak is holding some proposals and we are negotiating those proposals. Association is part of Article 10, as soon as we agree on the sequence, then the parties are obliged to start implementing. With this implementation, the process is set in that way that in each phase of working with Association, the first phase is adopting the draft-state, the second is the Constitutional Court's decision, then the Government's decision and the fourth element is the establishment. In these four phases, Serbia must fulfil obligations in terms of recognition de-facto. At the moment that we are ready to establish the body called Association or any name that we name because association is not a commercial brand, Serbia should complete recognition defacto. This is the position of all including Serbia. What they say publicly is for internal consumption, but in Brussels they say we will recognise Kosovo de-facto. In their perspective, the first development or first decision they have to make is to recognise passports, IDs, birth certificates, all documents issued by Kosovo institutions.
