Although the Municipal Assembly's decision to exchange 20-hectar municipal property by 8 hectares in Badoc, proposed by Chairman Progress Rama, had passed MAPL filters as legitimate, this process has turned into re-evaluation. Minister Elbert Krasniqi has said that the process will be re-evaluated, while he has also announced the Kosovo Police, after expressing confidence that the municipality has put the ministry in vain.

The only argument in all property exchange papers that former Mayor Shpend Ahmeti and President Rama have been using in proposing municipal property exchanges for millions has been a document of the Environment Ministry for consent for public property exchanges, where high property construction is allowed where construction is not allowed in Badoc and which is owned by former President Rama client.
The Department of Environment's paper says that only the municipality should be based on law for this process.
