Prosecutor's file against 12 police officials and two customs officers charged with bribery at the Qafe Prush border point

The 12 police officials charged in this case are: Artan Thaci, Agron Bejtullahu, Afrim Deda, Avdi Peroli, Benon Kupiska, Isa Ibrahimi, Kreshnik Arllati, Malia Berisha, Mehmet Manjuka, Sami Hajdari, Shaqir Krasniqi and Bridge Matti, as well as two customs officers Enis Turtula Senad Zherka, reports “Betim for Justice<1>.

The indictment, provided by “Justice Vow”, says that from August to December 2021, at the Qafe Prush border, those referred to in quality to official persons have collaborated with each other by taking bribes of various amounts of money.

According to the indictment, police indictees had enabled citizens to enter the high border crossing without being subjected to any legal procedures in force contrary to the conditions for entry into Kosovo that relate to measures against Devedia-19.

While the two customs officers Zherka and Trutalla had acted in opposition to the Kosovo Customs Code and Actis, allowing the entrance to various goods without being subjected to customs supervision.

With these 14 actions, the accused is being charged with carrying out the ongoing criminal work “Taking revenge” in association with Article 421 paragraph 1 related to Article 31 and Article 77 paragraph 1, paragraph 1, paragraph 1, 1, 1.3, 1.4, 1.5 and paragraph 5 of the Criminal Code of the Republic of Kosovo.

What had the accused declared during their IPK and Prosecutorial protection?

The accused Artan Thaqi, in his defense at the IPK, was protected in silence, but through his defender the same has filed a request for the start of negotiating the plea for admitting guilt.

His right to defend quietly in the IPK had been used by accused Africa Deda, while the same man in the prosecutor's hearing after the video footage stated that he never received material and was never present when his colleagues accepted material tools. He had also declared that he did not share any means taken by bribery.

Deda had said she cannot remember Haki Bajrami giving 20 euros for not being registered on the database, nor does she remember that Sami Hajdari has offered someone a 400-euro sum. In the end, he had asked the prosecution to appoint a hearing and start negotiations on the plea agreement.

In silence, the accused Benon Shoucka was protected, while in the prosecutor he had stated that “he did not remember correctly but I know that a colleague asked me if I could release him to cross the border with a certain amount of herbs, that day I was in exchange with Agron Bey and Artan Thaci and after this commodity came to the Border Point I didn't even control and I didn't have a task of”

The same had stated that there had been little doubts about those herbs and that in concrete cases Customs was not reminded of whether it was reported.

After confronting the video footage, he claimed that in those videos he was, Anthony and Agron, and that it's true he talked about the price, but he denied that he received money from the person seen in the video-incizim.

While, in terms of the reason for providing 300 euros from the person who carries “medical treatment”, the shoe had stated that “did not know what it offered them 300 euros, but that the same one just talked about this amount but did not offer it to us, it did not have to be arrested”

The accused Isa Ibrahimi in the IPAK was protected in silence, and in the Prosecutor's Office following the video-incipherds stated that none of these videos I remember, but it's true that I'm in these” videos.

Even accused Male Berisha in the IPK had been quietly protected, while the same prosecutor had flatly denied the commission of the criminal act, but after confronting the video footage he had declared “I can't remember ever having received material supplies from citizens who went to that border point”.

The accused Mehmet Manjuka, in the IPK, had been quietly protected, while in his defense granted to the Prosecutor had denied the whole commission of criminal work. The right to be quietly protected by IPK was also exploited by accused Sami Hajdari, while the same prosecutor had denied having committed the criminal act for which the investigation was conducted.

After watching the video recording, in the presence of his defender, he had stated that the conversation that was heard was about 400 lek for the van police that had broken down and fixed it.

And after watching the next video, Hajdari had stated that it was a person who had a very small amount of mushrooms and the same one told him that if someone stopped him, he would tell you that only transport is doing.

And for the conversation that concerns Africa Deda and Altin Dulaj, which referred to 60 crates of mushrooms in exchange for the 50 euros of the accused Hajdari had declared that he cannot remember at all.

Even the accused Enis Tortula in the IPK was protected in silence, while in the prosecutor he had shown that during working hours at the Border Point there is no room destined for customs officers because there is no space, but as customsmen stand on the line where vehicles pass.

“While in the cabins where police officials stand I completely deny I've ever gone to those booths because my work is not connected to the cabin but I can't give 100% assurances that I've never put my foot in that cabin, but I'm sure I've never entered into the framework of my official duty, and never for any illegal action I think of”, Torula had declared.

He had denied that in the video footage he was seen and has generally denied the criminal acts he was charged with.

The IPK was quietly protected by accused Senad Zherka, while the prosecutor had stated that there are no answers to the video recordings given to him in sight.

While accused Agron Bejtullahu, Avdi Peroli, Kreshnik Arllati, Shaqir Krasniqi and the Murati Bridge had been quietly defended in both the IPK and the Prosecutor.
