The first two bidders are foreigners, while the third is “O.U. D -CENTTS KPS” is owned by Kosovo. She owns Bekim Ramk.
Democracy.com has found that Ramku, who is also involved in the capital's Concertal Hall project, is a very close friend of Pristina's chairman, Rama's progress.

Ramak was also present at Rama's wedding in 2012.
He is also seen in the photograph of Rama even after the latter has become head of the capital.
In this competition, which opened on August 28, 2023, it is seen that the only prize bid has been submitted only by the consortium, of which Rama's company is part.
Until the winner has offered 1.2m euros, the Pristina municipality had set a price of 1.3m euros, which is quite high when it is considered to be only an urban architectural plan for the entire site, which includes the restoration of existing structures and the design of new structures and open public space.
The Pristina municipality is hiding the Projects Rating Commission, which makes the winner's selection even more suspicious. Democracy.com has not received answers during today from the Pristina municipality about who were the evaluation commission's names.
The rating report is not even published in the KRPP at this procurement activity.
Allegations are that two of the persons of the assessment commission are president for Progress Rama.
On the other hand, the capital and the Kosovar Foundation of Architecture (KAF) have made arrangements in the past year for the “Ide Concursion for Pristina”, which they think focuses on improving the looks and functionality of the city of Pristina, exploitation, and especially its survival. The director of this foundation is Bekim Ramku.
