NGOs say MMPH has secretly given environmental permission to the company “Kelkos”, neglecting the environmentally destroyed state and denying public participation.
They say the active role of Minister Lieburn Aliu in the process of giving these permits, “holding secret meetings and not allowing public participation”, triggers major doubts “about his integrity, possible benefits”, but above all, “enables further destruction of the environment at Decan<5>.
It has been learned that a year ago, Environment Minister Lieburn Aliu has held secret meetings with the company Kelkosão and, after meetings, this company has obtained water and environmental permission for the hydro-power plant {Lulbardija in Decan. Kelkos has never been equipped with this permit and operated without it since 2009. Currently, the company Kelkos '%s' operates freely with all hydropower plants despite the multimillion and non-compliable damage continuing to cause environmental damage in Kosovo”, these NGOs say.
In addition to this indictment, we request the immediate annulment of environmental permission issued to the company Kelkosı, which would save the destruction of the environment in Decani and the annulment of Environmental Planning Guide”, the three aforementioned NGOs said.
In fact, three environmental organizations say that the company “Kelkos” has become partner of Minister Aliu, the company they say is responsible for the degradation of the “Bishbaks of Nemuna” and Decani.

NGOs also remember the time when the LVV, while in opposition, had called for an emergency session in the Kosovo Parliament on the issue of Kelkos '%, had handed over indictments against the Ministry of Environment, visited Decanin and “promised close co-operation with radical activists and transparency to stop the degradation of nature and the influence of APUkosev in public institutions<1>.
However, they say that after coming to the helm of the Ministry of Environment, former Prime Minister Aliu has accommodated the demands of the company {Kelkos) and thus became part of the environmental destructive scheme”.
