Murder of 18-year-old: IPK says report changed in Pristina ʹ initiates procedure against official who made it

Kosovo Police Inspectorate has come up with a communique for the media reporting on the preliminary investigation that has begun in the 18-year-old Podujevo L murder case. F, the investigation this I launched especially after concerns raised in the opinion following the way this incident was reported in the 24-hour police report [...]

The IKP chief chief, reportedly in the communiqué, has appointed an investigative group, which has committed for five days to collecting additional information about police actions as well as securing all paperwork for the case.

Their “Aggressions have included questioning witnesses, obtaining and analyzing videos taken from the site of the Podujevo event, rallologist and all communication papers between the Podujevo Police Station, the Regional Directorate in Pristina and the General Directorate and the copy of the complete file handed over to the Prosecution”, said in the communiqué.

The IPK to clarify the case and respond to concerns of opinion has pointed to random findings. The inspectorate shows there has been a irregularities in reports that were sent from the Podujevo Police Station to the Regional Communication Centre in Pristina and in the quick report this centre has forwarded to the Police General Director. The IPK found these reports to be the same.

IPK indicates that he found an investigative record of 202 4 - AF-0039 contains the quick report compiled by the Poduy station, a report that describes the event according to facts and evidence found at the scene.

While saying that the first report published by the General Directorate's Co-ordination and Communications Centre contains information that the victim is stabbed to death is changed by the official of the Communications Operations Centre. The IPK says this change was made based on the communication that the official of this centre had with the Podujevo station that this information, as the IPK says, has been given based on the first information from police officials who have appeared at the scene where knives were found near the injured person.

“The IPK has compared and analysed the rapid reports that were sent from the Podujevo Police Station to the Regional Communication Centre in Pristina and the rapid report this Centre has forwarded to the Police General Directorate. By analysis and comparison, these reports do not have the same content. IPK found that case investigation file 202 4 - The AF-0039 contains the quick report compiled by the Podujevo Police Station, which has the description of the event according to facts and evidence found at the site of the”, the report said.

The IPK says that even against this change of report that has created confusion in public, after analyzing all evidence and documentation, The IPK estimates that this release has influenced the integrity of the investigation and the qualifications, since the investigative file submitted to the prosecutor within the day of the incident before the fast report to the General Directorate and that the same contains all the correct information according to the country's videos of the event, several days before the release of the video in the media.

However, IPK reports that by assessing the sensitivity of the case and the confusion that this release has created in the publication of the 24-hour report, The IPK has initiated disciplinary procedure against the responsible official and will be prosecuted at the Directorate responsible for disciplinary investigations within the Kosovo Police.

Finds the case published by the IPK:

The IPK reports that from reviewing the case file, the video recording of security cameras as well as other materials from the Podujevo Police Station is reflected that the timing of the city's police and emergency units from the moment of call to the location of the event has been rapid (about 3 to 4 minutes), from accepting information until the location of the police unit's event, as well as about 9 minutes of reaching the city's emergency team).

R·investigative actions in the field, the preservation of the site, the treatment of the victim, the security of video recordings, and the announcement of relevant units and prosecutors, have been made on time and according to the Code of Criminal Procedure and Pre-Police procedures.

R/The arrest, an interview sent to the maintenance centre, the security of the official Centre for Social Work, are administered under the procedure provided with the Penal Procedure Code and police procedures.

· Excavation of the case file by officials at the Podujevo Police Station is complete and incomplete.

· From reviewing and reviewing subject paperwork related to the investigative activity of the Regional Investigation Sector (video recordings, reports of investigative actions, forensic reports, communication with the prosecution and other paperwork), The IPK has estimated that all higher actions have been undertaken according to procedural terms and contain all the required elements under the Penal Procedure Code.

· The IPK verified whether in the initial incident that occurred in 13,01,2024 at the bar (ber) in the middle of victim L. F and one of the suspects had a police official present. By examining the statements of witnesses and documents, it is understood that in the event that occurred in the locals at the time of the event, no police official was present, but other people were an official of the Correcting Service who was identified by witnesses interviewed by the Prosecutor's permission from the Regional Police Investigation Unit.

· The IPK has compared and analysed the rapid reports that were sent from the Podujevo Police Station to the Regional Communication Centre in Pristina and the rapid report this Centre has forwarded to the Police General Directorate. By analysis and comparison, these reports do not have the same content. IPK found that case investigation file 202 4 - AF-0039 contains the quick report compiled by the Podujevo Police Station, which has the description of the event according to facts and evidence found at the scene.

·

The first report published by the Co-ordination and Communications Centre that the DPS -- the report containing information that the victim is stabbed -- has been changed by the official of the Regional Communication Centre Pristina. This change is made based on the communication the official of this Center has had with the Podujevo Police Station, which has been given based on the first information by police officials who have appeared at the scene where knives have been found near the injured person.

· The same report has been submitted on the same day to the Prosecutor along with criminal Kallement, while the report changed by Pristina Regional Communicational Operations Centre official has been forwarded only to the Police General Directorate in Pristina (and the same report was published in a 24-hour report by the PK in 15.01.2024).

· Despite the change of this report, which has created confusion in public, following the analysis of all available documentation and interviews, The IPK estimates that this concession did not affect the integrity of the investigation and the initial qualifications of the case, since the investigative file was handed over to the prosecutor within the day of the incident before the fast report to the General Directorate is sent to the general and the same contains all correct information according to the country's video-incidents of the event (some days before the publication of the video-incident incident in the media).

Uh, however, assessing the sensitivity of the case and the confusion that this release has created in the publication of the 24-hour report, The IPK has initiated disciplinary procedure against the responsible official and will be prosecuted at the Directorate responsible for disciplinary investigations within the Kosovo Police.

· Besides, The IPK will initiate an inspection to analyse and assess the way it is reporting and communicating, as well as the drafting of rapid reports on all levels within the Kosovo Police. The implementation of this inspection is meant to highlight the eventual weaknesses of reporting and communication and to give recommendations towards improving police performance in this area.
