This brutality of security services follows the book of the Games and Milosevic's scenario:

Then that person wakes up beaten or killed.
This book was widely used during the 1990s, especially at the time when Aleksandar Vuciq was Minister of Propaganda in Slobodan Milosevic's government in 1998-2000, with cerces he scored and branded all members of the then opposition and political resistance to Milosevic. (Which belonged to) the public as terrorists. Then we were captured and beaten by Milosevic's service members, and some were killed without reaction by the public, before which Milosevic labeled us terrorists.
In Serbia, only nine years have begun, and then the propaganda minister in Slobodan Milosevic's government is Serbia's current president. And the same game book is back at his table.
And the reasons are exactly the same as in Milosevic's time:
