Grasping Health Institutions Through Party Power Employments

The former Vetvendosje Movement Asamist in Prizren, Osman Hajdari, was appointed a task worker at the Kosovo University Clinical Centre (QKUK), on January 22nd. Like Hajdari, the position of task manager at the University Clinical Service in Kosovo ( Sa SKUK), there were also Narqize Arrenliu Hoxhaj, who was appointed director [...] in 2020.

Its successor in this position was named Elvir Azazi, friend of Health Minister Arben Vitita's studies on July 5th of 2023.
Despite the current prime minister's opposition, Albin Kurti said that “we will have party employment”, appointments to key positions in health institutions result in only such.
QKUK Director Osman Hajdari's taskman, contacted by the Albanian Post media, confirmed that in the past he was an Asamist in Vetevendosje Movement.
But, which was reasoned, saying, “s I was a member of the Vetevendosje” Movement.
“Yes, it's true that I was assisting in the Vetevendosje Movement, I was the director of the administration in Mytaher Haskuka's mandate”.
The mayor at the time of the municipality has proposed that I be part of the Vetevendosje Movement, simply as a non-party citizen I entered and won the election as a candidate. According to him, there is no liaison to this position with the ruling party, saying he continues to be in working relationship with Prizren Hospital.

“Eminance as a QKUK leader is not about party or Vetevendosje Movement. I'm in a working relationship with Prizren Hospital, in the position of administration director”.
He says it will be in this position until competition procedures for the new director are under way.
The Chief Director of the SKKKUK in this case, Mr. Azazi, has appointed me as a task manager within the unit. According to the law on public officials, usually 6 months are calculated times when we stand as task guides, I believe it will be longer”.
A similar reason for Hajdari's employment in this position has been given by the Kosovo University Hospital Clinic Service ( Sa SHOW).
Through an answer to the Albanian Post and the SSKKUK has stressed that Hajdari is also in position at Prizren Hospital.
“Based in the new SKKKUK statue, where the KKUK director's position, director of KKKUK, is set up as replacement for the CKUK director. Osman Hajdari, until we proceed to the (4)x1> regular contest.
The same “is director of administration at Prizren Hospital and was with former deputy director SKKUK, Mrs. Narqize Hoxhaj”
Sa SKUK has considered that he has knowledge and experience on management team.
“These elements are taken into account and set Mr. Hajdari until the proceedings of the competition, which will happen as soon as possible”, is said by the SSCUK for AP.

The aim is to improve health, but accommodate militants”
The member of the Commission for Health and MP from the ranks of the Democratic Party of Kosovo (PDK), Bekim Haxhiu, claims that during this government what they have seen through actions has been only “the deployment of their people to key positions”.
Haxhiu, in a conversation for Albanian Post, says power is aimed at improving the health system.
“In the governance of the Vetevendosje Movement, we have seen that there is purpose or commitment to improve the health system what we are seeing is the position of their people in leadership positions. Unfortunately, even in what should have been entirely personal, we are seeing completely political appointments”, Haxhiu declares.
Adding that, the “objective is not to improve the health system”, but “the processing of political militants”.
The criticism also leads to the health ministry for failing to improve health in any direction.
The Ministry of Health has been able to adopt a health strategy. Nor is there a law on health insurance nor on the law of health have they worked, none that have promised them are being implemented”.
The charge of party employment by power has been repeatedly brought by civil society and opposition parties.
In 2022, at the address of the ruling party, Vetevendosje, numerous criticisms and charges were led with claims that officials from this political subject have been involved in the recent competition at the Kosovo Energy Corporation (KEK), employing party and family militants.
Following these public charges, Pristina's Constitutional Prosecutorship had initiated investigations concerning these employment.
