The 2013 agreement, for those who can read politically, between the lines, has a self-recognition of “De Secato”. But unfortunately they don't want to admit it.
The commitments both countries have received, if on both sides there are readiness to enforce the obligations, the process in itself will be mutual undeclared recognition. Prolonging the start of implementing the agreement does not go in favour of Kosovo.
