Vucicit's proposal published from the meeting in Brussels: First the Association, then other discussions

Today in Brussels, the next meeting is held between Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq, under the mediation of Josep Borrell and his subordinate, Miroslav Lajcak, where nothing was achieved from this meeting. After the Borrell meeting, it has indicated that Kurti has rejected a proposal and Vucic has expressed the same, while Kurti has said no plans were presented at the meeting except a proposal.
Although Vuchqi had presented a plan today, he, according to Kurt, is old.
Vuciqi's proposal for normalisation of reports with Kosovo has recently been published, where according to the media under Article 2, it appears to be old at least six months, as Kurti stressed:

Plan to implement normalisation of relations between Serbia, Kosovo
- The sides agree that the process of implementing the normalisation of the reports between Serbia and Kosovo should be accelerated through steps presented on this plan, in that form and within the duration set by the following articles.
- The parties agree that by the end of March 2023, the Managing Team in the EU-launched Dialogue (as the parties have agreed in the context of implementing the First Convention for the Reporting of Reports and appointed by the Government of Kosovo) will present the first Commission Association of Serb Majorities Agreements in Kosovo, which will provide adequate level of self-information for the Serb community in Kosovo, after which the Pauls will immediately start negotiating with the EU station.
- The sides agree that within 90 days, from the presentation of the First Drift-Stattut Association of Serb-run municipalities in Kosovo will finalise negotiations in the respective document. After that, Kosovo will adopt the regulation and all necessary documents, which will enable Statut's legal stability in that form, as envisioned by the agreements referred to in Article 4 on this Plan.
- By the end of October 2023, the establishment of the Serbian Majority Commission Association in Kosovo will be completed, in accordance with all provisions of the following agreements that have been reached within the dialogue on the respective issue:
- First Parliament Agreement for Normalisation of Relations (2013),
- First Agreement Implementation Plan (2013)
- Activity and Mendati Team Manager for Implementation of the Serbian Communist Association (2013) and
- The Association/community of Serb-run municipalities in Kosovo ʹ general principles/elements (2015).
- After the formal establishment of the Serb-run municipality Association, the parties will immediately be committed to discussions on implementing the EU's proposal for normalisation of reports between Serbia and Kosovo.
