The recent events in northern Kosovo, following the loss of the life of effective African Bunnjak, have brought about a change in Albania's stance in relation to the EU's declaration of dialogue between Pristina and Belgrade.

Sources for ABC News They said Albania has not given its support to the High Representative's statement a few days ago on behalf of the European Union for what is expected of Serbia and Kosovo, which the agreement required by the evening of 26 September.

This is the first time Albania dates against the European Union line, refusing to accept Borrel's statement blaming Kurt for failing to dialogue with Serbia.

Because of recent events, Albania has failed to agree, stressing that the declaration has already lost actuality and that responsibility cannot be sought only on Kosovo.

EU Declaration for Pristina-Belgrade Dialogue (19 September)

After the Belgrade-Pristina dialogue summit on 14 September in Brussels, the EU expresses its concern over the lack of implementation by the parties of their commitments under the Belgrade-Pristina Road Agreement and its Implementation Annex, for which both sides have agreed earlier this year, and which are binding on them and play a role in the European path of the parties.

The EU urges the parties to engage constructively and in trust. This means starting implementation without further delays based on the EU proposal, which also includes the obligation of both sides to fully implement all past Dialogue Agreements. Work on establishing the Association/Community of Serb Majority municipalities should begin without any further delay or precondition.

The EU reminds the parties of their responsibility for respecting the principle of privacy in Dialog, which is the key component of any negotiation process with political sensitivity.

The EU remains equally concerned about the lack of progress on both sides for de-progressing tensions in northern Kosovo, months after the recent outbreak of violence that brought injuries to citizens, KFOR troops, police and media representatives, some with serious and permanent consequences.

Despite repeated calls from the EU and other international partners, steps taken so far remain insufficient, and the security situation in the north remains tense.

In this context, Kosovo's movements -- including land expropriation in northern Kosovo, housing release orders, telecommunication and the use of special police forces for community police duties -- are out of line with rule of law and risk contributing to further increase in tensions. They are unacceptable and should stop the ongoing attacks on a small scale by criminal groups and the intimidation of newly recruited Kosovo Police Serb cadets/local population immediately. Serbia's blocking of the energy guide, as well as other efforts that are not in line with the Agreement on the road to normalisation and its annex, conflicts with the spirit of the dialogue process.

Requests made in the Declaration on behalf of the EU of June 3rd remain fully valid. The returning measures the EU has taken remain in force, including the suspension of high-level meetings with Kosovo. The EU is willing to remove these measures in the event of progress in meeting existing requirements, or to assess further measures on both sides, if necessary.

The EU recalls the importance of keeping early local elections in northern Kosovo to help alleviate tensions. The fastest solution is needed to enable election proclamation. We encourage Kosovo Serbs to fully engage in the election process and publicly declare their unconditional participation.

The EU calls on all political acts, at all levels of governance, both in Kosovo and Serbia, to engage constructively in the process leading to early local elections in northern Kosovo, to avoid further escalation steps, and to support progress in the EU-brokered dialogue.

The EU expresses full support for High Representative Josep Borrell's efforts in the quality of the Belgrade-Pristina Dialogue facilitator, as well as EU Special Representative Miroslav Lajčak, and reminds the parties that the European road of Kosovo and Serbia passes through EU facilitated dialogue and through the normalisation of their relations. Both sides risk losing opportunities for progress on their European ways. /abcnews. al
