Kosovo Security Bureau Director Sami Mazrek in an interview for “SIGURURATION” tells of the impact of setting stickers on automobile windows. It also shows that unscheduled vehicles in the country have been the biggest insurance sector injurers in the country, where more than 40m euros have been paid in just 10 years to compensate for the damaged parties. According to him, even this year the payment of damages for damaged parties is under way soon. Director Mazreku says that the hard work and great commitment the institutions are making very quickly on the streets of Kosovo will no longer have unregistered vehicles.

Police shares for identification of unregistered vehicles should continue every day since such vehicles are largely at risk of participants in communications, while at the same time damaging the state budget and insurance companies, when it is known that the value of taxes paid for the state at the moment of registration is equal to the price of a security police. So said BKS Director Sami Mazrek in an interview for him IGU CURMES

i IGURCEMr. The Kosovo police have launched an action on the seizure of unsanitary signs for vehicles, how do you assess this?

Mazrek: Both in the past and now we highly appreciate the actions of the Kosovo police, which are aimed at implementing laws that are applicable in our country. The drive into communications without security police, which in Kosovo has turned into a bad practice, conflicts with the laws in power and so far almost all the consequences they have caused, has been paid by the Kosovar Security Bureau. Over the last few years we've paid tens of millions of euros for unsigned vehicles that have caused damage to communications and these damage up to two years ago has almost not been recorded because of long procedures in the courts, only the last two years after the BKS management change has been seriously worked in this direction, where more than 1 million euros in reggressives have been recorded, that is, the damage BKS has paid for parties to damage, but later through BKS procedures has been caused by the accident victim. Police shares for identifying such vehicles should continue every day since such vehicles are largely at risk to communications participants, while at the same time damaging the state budget and insurance companies, when it is known that the value of taxes paid for state at the moment of registration is equal to the price of a security police. We like BKS hope that police actions happen every day.

i IGURCE: How many of the insurance industry has been affected in the country over the years?

Mazrere: As I've previously highlighted the damage caused by unsanitary vehicles in Kosovo is a huge burden to the insurance industry. According to statistics that in the last 11 years alone, the value of damages paid is nearly 50m euros. In 2012, the amount of damage paid for damages caused by unsured vehicles has been nothing short of 3,500,528 euros, until in 2013 the amount of damages paid for this purpose has been 3,756,892 euros. And in 2014 the amount of vehicles paid for car accidents has been 2,793,902 euros, until in 2015 the amount paid was 3,229,362 euros. In 2016 the amount of damage paid for accidents caused by unsanitary vehicles has been 3,336,121 euros, until in 2017 the amount of damages paid for this purpose has been 3,328,898. Even in 2018 they were paid 3,402,319 euros, and in 2019 they were paid 4,436,611 euros. In 2020 the damage caused by unsigned vehicles was 3,480,871, in 2021 the amount of paid damages was 5,649,422, until in 2022 the amount of vehicles paid for accidents caused by unsanitary vehicles was 4,551,408. If I refer to numbers then in 2012 The Kosovar Security Bureau has paid 2139 damages caused by unscheduled vehicles, during 2013 2,345 damage caused by unsured vehicles were paid in 2014. Also paid 1447 damages in 2015, until 1,547 damage was paid in 2016. Even in 2017 by the Kosovo Bureau of Security, 1993 damage has been paid, and in 2018, 1,766 damage caused by unsured vehicles in the country has been paid by the Bureau in 2019, and in 2020, 1,600 damage was paid to the country's postfigured vehicles. Also paid in 2021 were 2740 damage caused by uninsured vehicles, until 2,198 were paid in 2022 by ungurged vehicles in the country. So, as seen in both monetary value and in number, the cost is huge. We hope and believe that after the police engagement and numerous awareness campaigns that we have carried out about the consequences of creating unregistered vehicles on the street, the number of accidents will fall.

i IGURCE: In connection with the early years, the number of unregistered vehicles has apparently also affected stickers?

Mazrere: The location of the car's glass sticker is one of the most important BKS projects, which has been financially supported by 100 % of the insurance companies in our country. Of course, setting stickers gave visible results, since on the basis of the color of the stick, the police never stop and identify whether the vehicle has a record. According to official data, the number of unregistered vehicles has dropped to 5 %s from more than 20 before. We're working hard to put the number down even further, or you better say zero. As I have recorded many times before, the large number of unregistered vehicles endangers participants in communications, as those vehicles are technically uncontrolled, seriously damaging Kosovo's budget, as those vehicles don't pay taxes at all, harm insurance companies, as by law the damages caused by unregistered vehicles are covered by the BKS, but then the latter enjoys leading legal to refuel the vehicles from the accident's cause. And not last in importance, the large number of unregistered vehicles block any digital or indirect initiative for Kosovo membership in the Greenton Bureau.

i IGURCE: During this time, you have also carried out many sensational campaigns. Are they giving the effects to practice?

Mazrere: From the first day of the year until the end of the Kosovar Security Bureau, there are ongoing activities aimed at sensationalising the opinion. To that end now and a year we promote our campaign with the motto “Do not go out without security police”, where the banner is present on many online media, but also on the large monitor at Pristina's entrance. Also, this year we've organized a couple of journalists who follow the insurance sector, but we've kept a lot of activities in elementary, high school, but also in public universities and private colleges. So all of our commitment, along with our stick-ups project, has produced concrete results in reducing the number of unregistered vehicles in the country, so this has been our only goal. As a result of this year's awareness of citizens, we have even fewer accidents with fatal consequences, but even fewer citizens who have lost their lives in traffic accidents.

i IGURCECan the number of unsanitary vehicles fall to zero?

Mazrere: When we started our commitments at the time when the number of unregistered vehicles in the vehicle registration agency registers was over 20 % no one believed that the number of vehicles in Kosovo would succeed in this direction, but when now the number is about 5 % we believe and we hope it is not distant the day when the number of unregistered vehicles in Kosovo will be zero.

i IGURCE: Is paying damages the same trend this year, as in other years, both in BKS and in insurance companies?

Mazrere: Paying damages as during the past year is being done correctly and quickly. According to data available data, it is found that during the first five months of this year, the amount of promises accepted by insurance companies has been 53m euros, until the amount of damages paid is 30.5m euros. Referring to official data from the Central Bank of Kosovo (BQK), nearly half of the total revenues of Kosovo Insurance companies and the Kosovo Bureau of Insurance over the past five years have been spent on damages compensation. Based on official data from the Kosovo Central Bank, it is seen that over this period the value of past cuts has been 539m euros, until the value of damages paid 260m euros. In 2018, BQC data showed that the value of grossly written Primes was 92.1m euros, while the value of damages paid by insurance companies and BKS has been 42.9m euros. Based on this data it turns out that 46 %s of total revenues during 2018 were spent only on damages compensation. Similarly, during the year 2019 total revenues of Sieghur companies from the written Primes have amounted to 99.2m euros, until this year in damages to insurance companies, but the Kosovar Insurance Bureau has paid nothing less than 47.9m euros. This year it is seen that more than 48 % of the total revenues of companies have been spent on compensation for damages to damaged parties. In 2020 the sum of the accepted pledges has been around 98m euros, until the amount of damages paid has been 47m euros. In 2021 the amount of the accepted pledges was 114m euros, until the amount of damages paid was 54m euros. In 2022, according to BQC data, the amount of cut received by companies has been 127.7, until the value of paid damages has been 57.7m euros.

i IGURCE: How's the insurance sector doing in the country this year?

Mazrere: Referenced to official BQC data is seen as the insurance sector for the fourth year in a row marked the two-sided increase in assets, mainly influenced by the main financing source .C. Also, the third year sector operated with positive financial results. The value of the expectations written by the insurers in 2022 marked the slowest annual increase against last year as a result of the low base of waitings written in 2020 (as a result of the outbreak of the David-19). The price of the projections written by in 2022 reached 134.0m euros, marking annual growth of 14.1 per cent. So, every day and more the security sector in Kosovo is being consolidated even more, providing services like in developed European states.

i IGURCE: ARC's new decision obliges citizens to unregister old cars, how do you estimate that?

MazrereIt's been said by regulations that when a citizen goes to register a car, he has to market where he has other cars that are unregistered. If you have five registered cars, no one will deal with you, but if you go register a car and in the system you figure that there are two or three unregistered cars in your name, you've automatically taken action that those cars can register or unremitt to continue this process. We welcome this initiative and thank the ARC, because despite someone who may not like it, this is legal action and it clears the database of unregistered vehicles and ultimately does not allow the risk of unregistered cars to rise. There is no reason for someone to sell a car and let it move freely for years without even knowing what purpose that car is used for. Even today, it's suggested that a person is committed to changing insurance at the moment of signing a Noerial contract within 10 days because if that car is in somebody's name and if he makes three accidents, then that's a three-time insurance increase, and that creates other consequences without anyone knowing.

i IGURCE: Also, with the new administrative directive of 05,2003, which is based on the Law of Truism, tourist agencies must provide for travelers. How do you estimate that?

Mazrere: But with the entry into force of the 05-2003 Administrative Guide, which is based on the Law of Truism, the Tourist Agency should provide their clients. From now on, clients will be assured of their right through security policy. So if the company doesn't meet the client agreement, then the responsible institutions can execute security and compensate for the damaged side. More precisely in Article 5 of this Administrative Guide says the Travel Agency should ensure the fulfillment of its contractual obligations to third parties through a valid security policy. Security policy should cover the compensation of damage caused to the traveler from noncompliance, partial fulfillment or irregular fulfillment of obligations under the travel agreement, travel routes or travel routes, as well as compensation for damage caused by the travel agency's inability to pay off the necessary housing/accommodation costs, food and return of travelers from a trip to their destination, within and abroad. The insurance policy should also cover cases of the inability mentioned above caused by the bankruptcy of the travel agency, says further at Article 1 5 of this administrative instruction. Further to point 2 of this same article is said to have the package organiser covered through the insurance policy all payment paid by or on the passenger's behalf regarding the travel contract for packages and services that do not or will not be carried out, or will only be carried out in part as a consequence of bankruptcy or liquidation. Also, according to this package organising instruction, the security policy needs to cover the traveler's compensation for needed housing expenses, food and return to the starting place in Kosovo or abroad, as well as all other claims in this direction, in case of the organiser's bankruptcy, if transport was involved in the travel package contract. The Kosovo Security Bureau thanks the Ministry of Industry, Undertaking and Trade for making a legal change, which will largely protect Kosovo citizens.
