Three days after terrorist attack on Kosovo, president Vjosa Osmani-Sadriu has declared that Kosovo should sit down and prepare together with the United States of America draft status for the majority Serbian municipalities' association, writes Periscope.
I think the solution is the following: We must sit with the US, prepare our draft, the draft of the Republic of Kosovo. Initially [only with the US], I think that's how it is, to sit with our partners in the United States, to introduce to US Secretary of State [Antony Blinken] our draft, which is in line with the Constitutional Court's Constitutional Court, in accordance with [the former head of EU diplomacy, Federica] letter. The Mogher who guarantees that there will be no executive competency and in line with the American written stance in the [written] opinion by [the top adviser of] UN, Derek] Chollet and [ Washington's envoy for the Western Balkans, Gabriel] Escobar explaining that such a body will be a co-ordinating body, without executive competence”, Osmani said.

“President Vjosa Osmani has finally understood her office as president, that it must be the unifying and protective factor of the interest of the Republic of Kosovo. Even earlier, he had started talking about the need for co-ordination with the West, especially Washington, but now, after the terrorist attack aimed at inciting the armed uprising in northern Kosovo...”, said Maliqi The suction.
Maliqi said Osmani has begun to separate from attitudes with Kurti about Association and has convinced that Allies' demands must be taken into account.
“...It has finally been convinced that all of the Allies' demands for achieving the normalisation agreement with Serbia should be taken into account, so it's starting to divide in attitudes with Prime Minister Kurti as far as association...” He said.
Maliqi told Periscope that Osman's proposal to co-operate with the United States allows Kosovo to emerge from a short-term sovereign tendency, when it has not yet gained full sovereignty, as according to him it is not time for pride.
The proposal for the draft status quo to be done with the United States is constructively healthy, but also enables internal regrouping around the pro-opponsive platform that fatenses us from a short-term Kosovo sovereign tendency at a time when we have not yet secured full sovereignty.
It's time for sovereign pride...”, said Maliqi for Periscope.
Kosovo and Serbia have reached the Association Agreement in 2013 and later 2015 agreement on principles for its establishment. But in 2015 Kosovo's Constitutional Court found that the agreement was not in full harmony with the highest judicial act and demanded that it be harmonised through illegal acts.
For the existence of the Kosovo Serb majority municipalities' Association agreement, there are currently four draft-states and drafts: Management Team draft, Kosovo Prime Minister Albin Kurti's draft review, Albanian Prime Minister Edi Rama's draft status and draft status for association drafted by German organisation Friedri ch-Ebert-Stiftung (FES).
The United States and the European Union have repeatedly urged Kosovo to form association, which is Belgrade's main requirement.
Kosovo's government fears that a single-ethnic association could violate the state's functionality. But, the US insists it will not allow association to resemble the entity of Republika Srpska in Bosnia and Herzegovina.
The EU and the US have also asked Kosovo and Serbia to immediately implement the agreement towards normalisation.
This agreement, of 11 provisions, envisions, among other things, a level of self-awareness for the Serb community in Kosovo and mutual recognition of state symbols, while calling on Pristina and Belgrade to implement, as well, all previous dialogue agreements. /ALBINA ZARIQE/ PERISCOP
