Kurti has said this has been the only proposal in Brussels today, while the letter of the side requiring Association and then implementing other agreements has called it conditioning.
In the chart where Kurti has listed the line of implementation of the provisions of the Constitutional Agreement, the establishment of the Serbian Majority Commission Association has divided it into several phases. There is no mention of a period of time.
After the first point requiring the adoption of the Declaration on Missing Persons, Kurti has proposed to continue with Article 7 of the agreement, where agreement should be made for the draft status presentation by the Managing Team, the draft draft status that needs to be completed by Kosovo.

Kurti here proposes that the negotiation process begin on the statue of the instrument of self-awareness of Kosovo Serbs, as he calls it.
He then makes a return to Article 2, 3 and 4 and 5.
Article 2 and 3, says the parties will refrain from threats or use of force or engage in any practice of using force against each other, in accordance with the UN Charter.
At these two articles, Serbia must pledge to give up all territorial claims and agree to demarcation of the border in a period of two years.

As these articles have been implemented, Kurti proposes being brought back to the Association, proposing the conclusion of negotiations for the Kosovo Serbs' station on self-awareness.
After that, Kosovo's proposal returns to articles 1 and 2, where Kosovo and Serbia implement a normal co-operation for good neighbourly relations and engage in regular government-government communication to track friendly bilateral reports.
The two sides adopt proper interstate conduct and the vocabulary of public officials should reflect the letter and spirit of the Basic Agreement, including the improvement to refer to Kosovo and Serbia and cut the reference for Pristina and Belgrade or any other appointment. Both sides take a friendly stand and interrupt any divisive or damaging efforts on the other side in all areas, including boycotting international events. After arriving at this stage, Kosovo proposes ensuring the legality of the House of Association or self-advancing instrument, sending it to the Constitutional Court of Kosovo.
Following the proposal, the extinction of illegal structures financed by Serbia is envisioned and operating on the territory of the Republic of Kosovo.
“The services that make up municipal responsibilities will be passed to Kosovo municipalities in accordance with Kosovo law, if appropriate and legal. The municipalities could then begin co-operating through partnerships in providing the joint services they consider relevant in accordance with Kosovo's law and the Council of Europe conventions”, it says in progress.
It is then proposed that it be started with a sequence of implementation of obligations stemming from past dialogue agreements that remained valid and binding, which are included in the proposal under Article 10.
The Kosovo-Serbia report is then proposed to advance through practical arrangements for exchanging permanent missions and establishing missions.
After that, it continues with Article 7 again, where it is proposed to become the formalism of the statute of the Serbian Orthodox Church in Kosovo and to make sure of the strong level of protection of Serbian religious and cultural heritage objects, in line with existing European models.
At the end of the proposal, Kosovo lists Article 6, where the regulation of bilateral reports, the removal of Kosovo-Serbia economic barriers, the resumption of railway transport and direct co-operation between law enforcement agencies and the binding of agreements in all previous areas.
The latest point of Kosovo's proposal is organising the donor conference and preparing a joint project on the sides.
In the end, it is the proposal under Article 6, for the adoption of the framework and principles and the start of the formal process of dialogue towards the comprehensive, legally binding agreement for the full normalisation of relations between Kosovo and Serbia.
