Kosovo deal goes into effect for facilitating customs procedures

The agreement signed between Albania and Kosovo, 5-July 2023 in Tirana, is published in the official notebook, aimed at facilitating customs procedures for inspection of products of non-living origin. It was approved at the last meeting of the Albanian government on August 30th.

The agreement, which has a five-year duration and can be repeated, aims at promoting trade, removing barriers and facilitating control procedures, the Council of Ministers of the Republic of Albania and the government of the Republic of Kosovo, with the goal of strengthening and extending co-operation between the two countries, as well as developing co-operation in the field of agriculture.

Under the deal, the <x0pals agree that the control in import, transit and export of non-living food products can be carried out at the Border Inspectation Point, or at the nearest customs of the destination site, according to the subject's request.

Authorities responsible for each side's food safety will allow import and export, accompanied by known certificates or report-analysis or other appropriate documents issued under each side's legislation guaranteeing food safety”.

Also, under the deal, the competent <x0-authorities of each side will report each other on risk-based control plans and regulatory acts approved in the area of food safety. And, the checks on the cargo of foods of nonliving origin, during import and export, will be realised based on risk analysis”.

For the implementation of this agreement, respective agriculture institutions, with the goal of developing co-operation in the field of food security, will exchange professional publications and organise joint training.

The agreement is envisioned and the possibility of having disagreements.

But representatives of competent authorities, the Albanian Ministry of Agriculture and Kosovo will take care of that.

At the end of the deal, it is confirmed that the duration of this agreement is for 5 years, since the moment of its signing.

And it becomes known that this agreement, will be automatically extended for another period of five years, except when one of the parties requires its written interruptions through diplomatic routes, at least 3 months before the end of the corresponding period of validity.

This agreement can be changed with Paul's mutual written approval at any time.

The agreement was approved at the recent meeting of the Council of Ministers on August 30th, 2023. This agreement is another agreement on the receiving of agreements between the two countries to strengthen economic co-operation even more.

According to figures, trade exchanges between the two countries during this year's 7-month month account for over 30 billion dollars. Eventually, exports to Kosovo during the January-July period were 23.7 billion dollars. Imports for the 7-month month counted $6.4 billion.

Meanwhile, working groups from the two countries are working on conducting an analysis of the customs union so that all barriers and bureaucracy between the two countries can be removed and trade co-operation has no obstacle.
